POSITION SUMMARY
This position will involve working collaboratively with Parks Supervisors and the Manager to improve the efficiency and effectiveness of Parks Operations’ services. This position is responsible for the coordination, quality assurance inspections, maintenance of work schedules and plans, and completion of park, streetscape construction, and renovation projects. This position will coordinate the implementation and administration of the section’s operating plans, including associated budget estimates, business case planning, and work order tracking, while liaising with project management staff. This position will also ensure that data banks, files, and records related to park operations are effectively managed.
EDUCATION AND EXPERIENCE
- Bachelor and/or Diploma in Landscape Architect or related discipline.
- Landscape Architectural Technician (LAT/OALA) and/or Certified Engineering Technician designation or suitable equivalent landscape construction or project management experience, considered an asset.
- Minimum three (3) years’ progressive landscape construction / project management and contract experience.
REQUIRED SKILLS/KNOWLEDGE
- Proficient in Microsoft Office Suite, Maximo, ArcMap, CADD systems, GPS tracking software, SAP, and CRM software
- Demonstrated knowledge and understanding of the principles of park maintenance operations, municipal administration, and park facilities management.
- Practical knowledge of parks construction, operations, processes, machinery, and materials is required.
- Ability to confidently make recommendations on design and construction projects in relation to the public realm, parks, and natural systems/greenways.
- Knowledge of relevant legislation, including the Occupational Health and Safety Act and Regulations, AODA, Playground Safety Standards, Occupiers’ Liability Act, etc., as it applies to Parks maintenance operations.
- Ability to deal with the public in a professional manner under difficult circumstances. Customer service skills are essential.
- Ability to prepare and write reports and briefing notes pertaining to technical, policy, and/or other parks issues for a variety of audiences

- Demonstrates strong written and verbal communication skills.
- Proven ability to oversee, prepare, and track budgets
- Ensures that objectives and accountabilities are clearly communicated within the department.
- Possess a valid Ontario Class G driver’s license.
- Provide a current, clear driver’s abstract from the Ministry of Transportation Ontario, as well as proof of vehicle insurance.
Responsibilities:
KEY DUTIES AND RESPONSIBILITIES
- Responsible for the coordination, quality assurance inspections, and completion of park and public realm renovation projects.
- Assists in developing, updating, and preparing base information and specifications for quotations and tenders for the procurement of materials and contracted services.
- Conducts job site meetings, coordinates contract administration, and reports on project status.
- Investigates and responds to citizen complaints. Makes recommendations for complaint resolution, including any associated costs to the operation.
- Administers contract services and ensures compliance with specifications and applicable standards.
- Assists in the development or updating of public information and communication tools such as website content, social media, leaflets, brochures, notification letters, project briefings, etc.
- Coordinate the signage committee and signage program in manicured parks.
- Property line determinations, working with other City departments for fence inquiries and installations.
- Gather, analyze, and compile all work order maintenance reports and asset information required for annual program planning, operating, and capital budget planning.
- Review and comment on conceptual, preliminary, and detailed drawings and documents prepared by consultants and other capital park projects.
- Manage special projects and maintenance contracts, develop terms of reference and contract payments, and implement quality control and quality assurance for project deliverables.
DUTIES AND RESPONSIBILITIES CONT’D
- Assist with the preparation and writing of staff reports, presentations, and briefing notes for senior staff and Council.
- Conduct pre- and post-construction inspections and identify deficiencies before parks infrastructure assumes ownership and maintenance.
- Communicate and liaise with other departments and sections, residents, other municipalities, developers, contractors, and/or consultants, as required, in relation to completed and proposed work, issues, complaints, programs, and policies.
- Assist in data gathering and analysis for performance monitoring and decision-making, including maintenance of assets.
- Providing landscape architecture support for the development and delivery of the City of Richmond Hill’s annual park renovation projects and assisting with the implementation of annual capital repairs.
- Leads the annual review and development of Standard Operating Procedures for Parks Services and Infrastructure Section
- Assists with developing and monitoring sections’ KPI’s.
