Position Title: Human Resources Specialist – Behavioral Healthcare Operations

POSITION SUMMARY:

The Human Resources Specialist at Recovery Beach is responsible for overseeing and maintaining personnel systems and documentation in full compliance with state and federal healthcare regulations, including California Department of Health Care Services (DHCS) and Drug Medi-Cal Organized Delivery System (DMC-ODS), and The Joint Commission standards. This position ensures that staffing, credentialing, hiring, and employee conduct processes align with Recovery Beach’s commitment to quality behavioral health care delivery and regulatory accountability.

MINIMUM QUALIFICATIONS (KNOWLEDGE, SKILLS, AND ABILITIES):

  • Working knowledge of California labor law and DHCS staffing requirements for behavioral health treatment settings.
  • At least 2 years of experience in human resources in a healthcare or behavioral health environment (preferred).
  • Familiarity with Medi-Cal and DMC-ODS documentation requirements.
  • Strong organizational and document management skills.
  • Ability to interpret and apply healthcare HR policies and regulatory standards.
  • Excellent interpersonal, written, and verbal communication skills.
  • Proficiency with HR software systems, Microsoft Office Suite, and electronic health record (EHR) platforms.
  • Experience supporting accreditation readiness (e.g., The Joint Commission, CARF, DHCS audits) is a plus.

Responsibilities
  • Manage and maintain personnel files in compliance with healthcare licensing and credentialing requirements.
  • Oversee the onboarding process for all staff, ensuring verification of credentials, background clearances (Live Scan), TB testing, and staff orientation per Medi-Cal and DHCS requirements.
  • Support disciplinary action processes, including documentation of performance issues and facilitation of performance improvement plans in accordance with HR policies and labor law.
  • Develop, update, and enforce HR policies and procedures consistent with Title 22, California Labor Code, OSHA, and DHCS regulations.
  • Coordinate annual employee evaluations, performance reviews, and compliance trainings (e.g., HIPAA, cultural competence, and ethical conduct).
  • Assist with staff scheduling needs to ensure adequate staffing levels in accordance with licensing requirements for residential treatment and withdrawal management levels of care.
  • Manage employee benefits, time off tracking, and leave of absence documentation (e.g., FMLA, CFRA).
  • Conduct internal audits of staff records to ensure readiness for county audits, licensing inspections, and accreditation site visits.
  • Partner with program directors and leadership to identify staffing needs and develop job descriptions that align with clinical care delivery standards.
  • Support recruitment and hiring of licensed and unlicensed personnel, ensuring scope-of-practice compliance.
  • Track and verify ongoing credentialing and re-credentialing requirements for clinical staff, including license renewals, CPR certifications, and continuing education.
