Two (2) years of experience working in one or more of the following financial areas providing technical assistance and maintaining finance policies and procedures:

  • Grant Administration and Management
  • Payments
  • Budget Monitoring
  • Financial Reconciliations
  • Compliance and Risk Assessments
  • Other closely related areas as determined by the agency

Applicants that meet the above minimum qualification will be further evaluated on the following:

  • Knowledge of business finance and due diligence standards
  • Skills in analyzing data, budgets and compile reports with skills sufficient to add, subtract, multiply, calculate averages and percentages
  • Experience in Microsoft Word, Excel, PowerPoint and Outlook

PREFERRED QUALIFICATIONS

  • Bachelor’s degree in accounting, business, finance or other closely related field as determined by the agency
  • Knowledge of state grantmaking statutes and policy
  • Knowledge of accounting and DEED Fiscal Services procedures and regulations to review, analyze grants budgets and internal fiscal documents, including payment forms
  • Ability to work within a start-up environment
  • Ability to analyze and interpret program data, read and analyze financial reports, participant data, and program outcomes in order to conduct pre-award risk assessments, submit reimbursement forms, and monitor grantee award outcomes
  • Ability to provide both financial as well as project technical assistance to awardees

POSITION PURPOSE:

The position exists to support the Paid Leave Division grants program of DEED, serving as lead administrator of fiscal compliance and risk monitoring through the grant cycle. This will include, but is not limited to, conducting all pre-award Risk Assessments, reviewing and approving grant budgets. This position will work closely with the Grants Specialist Coordinator to ensure compliance with State of Minnesota law, and relevant policies and procedures throughout the grant cycle. As a fiscal lead, they will receive, validate, and submit payment processing, support monitoring of awarded budgets and conduct financial reconciliations. Provide direction on a consistent basis to grantees and Paid Leave staff, to ensure compliance with State Statutes, DEED and Paid Leave Grant policies.

KEY RESPONSIBILITIES INCLUDE:

  • Review, analyze and approve incoming payment reimbursement reports and applicable supporting documentation from the grantees
  • Conduct financial reconciliations
  • Support Grant Specialist Coordinator with the close-out process
  • Conduct the pre-award risk assessment and relate the outcome to Grants Specialist Coordinator
  • Monitor, evaluate, and document financial and/or programmatic risk throughout grant project cycle
  • Provide technical assistance for grantees throughout the grant project cycle

    This position is telework eligible and is occasionally required to be on-site at the St. Paul office. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state.
