Position: Analyst - Payroll/Pension
Salary Range: Band 4 - $69,151.00 - $ 82,460.00
Location: Payroll Department, J.W. Singleton Education Centre
Work Schedule: 35 hours/week, 12 months a year
Effective Date: ASAP

POSITION SUMMARY:

Under the supervision of the Payroll Supervisor, the Payroll Analyst provides support to employees with regard to their pay and pension. This position is responsible for completing biweekly or monthly payroll cycle processing for specific employee groups, pension administration (Teachers’ Pension and OMERS) and updating and maintaining employee data in the payroll system. This role is responsible for the issuance of Record of Employments.

In accordance with this Administrative Procedure and with the approval of the immediate supervisor, employees who work at HDSB administrative sites may work from home for up to 50% of their regularly scheduled hours. The HDSB offers funding for professional development in accordance with the Terms and Conditions of Employment for management and administration support staff.

QUALIFICATIONS:

Minimum Requirements required:

  • Post-secondary diploma in Business Administration/Accounting or bookkeeping
  • Two years (2) of payroll related experience
  • PCP - Payroll Compliance Practitioner
  • Microsoft Office (Excel, Word, Access)

Preferred Requirements required:

  • Four years (4) of job related experience, including familiarity with a unionized environment
  • PCP - Payroll Compliance Practitioner and CHRP - Certified Human Resources Professional
  • Familiarity with external payroll provider, HRIS systems, OMERS, Teachers’ Pension Plan and Service Canada

Responsibilities
  • Administers conditions of employment for a variety of staff, processing new hires, updating the payroll database, processing all salary adjustments, leaves and statutory pay
  • Manages all facets of the earnings and deduction equation of an employee compensation package
  • Compares the previous pay to the current pay for a set percentage difference
  • Investigates differences and document rationale to ensure accuracy of the pay
  • Generates reports from miscellaneous deducts (pay deducts, sick leave exhausted)
  • Ensure accuracy of benefit contribution data
  • Manually calculates Board and Employee contributions towards benefit premiums
  • Manually calculate rates for each pay (i.e. EI, EI refund rate, CPP, tax, Summer Deferral, LTDI, union dues, pension contributions) and verifies pay register calculations on a sample employee to ensure rate accuracy
  • Verifies calculations for employees on STIP leave
  • Trains new payroll administration on all processes and procedures related to payroll and pension processing
  • Documents payroll/pension procedures and processes
  • Identifies and recommends efficiencies for payroll/pension procedures and processes
  • Coordinates pension matters as they relate to an employee’s earning
  • Responds to any inquiries from OMERS/TPP inquiries via pension websites
  • Process new employees, Leave of absences and terminations
  • Determines if employee has option to buy back time for absences (pay deducts, suspensions, SULP)
  • Determine if the employee qualifies for Elimination period for health leaves (Health unpaid days/leaves)
  • Provide proof of Eligible Service in OMERS
  • Ensures accurate data to pension providers by various reporting mechanisms
  • Communicates verbally and through writing with Board office departments, employees, and third party organizations
  • Determines pension enrollment eligibility based on rules and regulations set out by OMERS and OTPP.
  • Communicates with OMERS regarding enrolling staff, reporting absences and leaves, processing buy- backs, reporting disabilities, processing terminations, and retirement requests. Provide detailed calculations for pre-enrollment service for buy back purposes
  • Communicates salary rates, contributions, service, leaves, absences, retirement service and re- employment, affecting employee pension, pension suspensions, and T4s
  • Contacts Service Canada regularly regarding records of employment and pay detail
  • Replies to any employee inquiries (email, phone, in person)
  • Processes invoices related to overpayments, cancellations for stop payments and manual cheques where required
  • Maintains Payroll and Pension Employee Files
