Description

Devon and Somerset Fire and Rescue Service are looking for a Payroll & Reporting Assistant Lead to enhance the People Services team based at our Service Headquarters in Exeter. You’ll join us on a full-time (37 hours per week), permanent contract, and in return you will receive a competitive salary of £32654.00 rising to £35235.00 (gross) per annum.
As our Payroll and Reporting Assistant Lead you will provide specialist knowledge, and support the Pay and Reporting Lead with overseeing an efficient, compliant payroll function for the Service. This post will deputise for the Pay and Reporting Lead in their absence, including the completion of payroll and ledger activity. You will also provide coaching ad support for the rest of the team and will assist the Pay and Reporting Lead to ensure that adequate processes and resources are in place for all relevant payroll data to be accurately captured, reconciled and processed. You may also represent the pay team on organisational projects in order to contribute advice.
Key responsibilities of the Payroll and Reporting Assistant Lead:
-To provide advice and guidance to managers and staff on all pay and conditions related matters in accordance with current legislation.
To have a working knowledge of the statutory and legislative environment and assist in the implementation of any pay changes to local / national terms and conditions of employment for the relevant employment sector as appropriate.
-To provide advice and support to the HR Business Partnering team regarding pay related queries and casework.
-To liaise and communicate with managers and staff in respect of over and under payments, including ensuring relevant matters are confirmed in writing.
-To make changes in pay rates and allowances accurately and ensure that they are calculated, recorded and implemented within required timeframes.
-To assist with the identification of any systems changes.
-To assist the Pay and Reporting Lead and supervise the Pay and Conditions team, ensuring that workloads are allocated and prioritised appropriately, and work plans agreed.
-To assist with relationship management with the contracted payroll provider.
To arrange payments out of payroll where necessary, considering any financial regulations that may be relevant.
-To assist with the process of undertaking regular internal and external data audits on an ongoing basis in order to pick up anomalies.
-To assist with Gartan System queries, changes and improvements.
-To maintain relevant systems and Personal Record Files (PRFs) so that they comply with best practice and relevant legislation, including GDPR, and accurately input data.
-To process and validate variable pay items.
-To support the maintenance and continuous improvement of processes within the Pay and Conditions section.
-To provide accurate and relevant information in respect of mortgage requests, personal insurance claims, DSS and other external agencies.
