SKILLS & QUALIFICATIONS

  • Experience: 3-5 years of payroll experience, with a focus on certified payroll and prevailing wage compliance in California.
  • Proficiency with payroll software and certified payroll reporting systems (e.g., DIR online system, LCP Tracker).
  • Proficient in NetSuite Accounting; experience with multi-subsidiary environments is a plus.
  • Strong journal entry skills and a commitment to compliant financial operations.
  • Ability to quickly learn and integrate new technologies.
  • Strong attention to detail and a passion for process improvement.
  • Position is subject to routine drug testing.

Responsibilities
  • Manage daily accounting operations and support special projects.
  • Process weekly or bi-weekly payroll for a diverse workforce, ensuring accuracy in wage payments, tax withholdings, and deductions.
  • Maintain organized and accurate records for auditing purposes, including timesheets, wage rates, employee certifications, and compliance documents.
  • Maintain accurate and comprehensive payroll records, including timesheets, wage rates, job classifications, employee certifications, fringe benefit statements, and other supporting documentation required for audits.
  • Prepare and submit certified payroll reports (CPR), such as Form WH-347, accurately and on time to the Department of Industrial Relations (DIR) and other relevant government agencies.
  • Utilize and maintain proficiency in DIR’s online reporting system and platforms like LCP Tracker, as needed.
  • Stay informed of and interpret federal, state (California), and local prevailing wage laws and regulations.
  • Apply prevailing wage determinations to calculate appropriate wages and fringe benefits for each worker classification.
  • Ensure compliance with the Davis-Bacon and Related Acts (DBRA).
  • Manage and report fringe benefits and deductions in accordance with applicable union collective bargaining agreements.
  • Familiarity with forms such as DAS140, DAS142, Fringe Benefit Statements, and Union Status Letters.
  • Act as a point of contact for employees and supervisors regarding payroll and prevailing wage inquiries.
  • Collaborate with HR, accounting, and project management teams to ensure efficient and compliant payroll processing.
  • Conduct internal audits and reviews to verify accurate reporting and compliance with prevailing wage and labor laws.
  • Assist in investigations and respond to inquiries from government agencies regarding payroll and prevailing wage matters
  • Monitor subcontractor compliance with prevailing wage requirements, including reviewing certified payroll reports, DAS 140/142 forms, and other documentation.
  • Participate in ad hoc projects and reporting as needed.
