* Commencement: May 2026 * Duration: Up to December 2026 * Location: Port Moresby * Open to PNG Citizens only    About the Program  The PNG-Australia Transition to Health (PATH) program is a five-year program designed to provide technical assistance and grants to the PNG health sector through clearly aligned goals of the PNG and Australian Governments.  The forthcoming PNG National Health Plan (2020 – 2030) will articulate PNG’s ambition for preventing ill health, identifying and addressing health risks and emergent diseases, and providing accessible and affordable quality health care to all. PATH aims to support this priority through the following End of Investment Outcomes: 1. Public Health Authorities (PHA) are more able to lead provincial health reform and manage effective, efficient, equitable and quality essential services in selected provinces; and  2. DFAT funded health services are demonstrating efficient and effective models of service delivery, influencing PHA performance; and building sustainability by transitioning to PHA management in selected provinces. PATH is now in implementation phase in six demonstration locations (Autonomous Region of Bougainville (ARoB) and the provinces of East New Britain, Western Highlands, West Sepik, Morobe and Western). PATH’s joint strategic focus areas are: 1. Institutional Performance  2. Enabling Systems  3. Sector Structural Reform 4. High Impact Primary Health Care Projects  5. Primary Health Care Innovation 6. Emergency Response 7. Gender Equality, Disability and Social Inclusion A PATH Joint Governance Structure has been established and is overseen by an Activity Coordination Group and PATH Steering Committee with the PNG Department of National Planning and Monitoring (NDPM), the National Department of Health (NDoH) and the Australian High Commission (AHC). A PATH Sub-Committee with the AHC and PHAs will provide high level policy advice and strategic direction.  At the implementation level, PATH program and operation teams are based in Port Moresby to facilitate engagement with NDPM, NDoH and the AHC. Provincial facilitator teams have also been established to work closely with the PHAs. This will ensure that PATH is locally led, adaptive, politically informed and maintains the flexibility to respond to changing and local circumstances over the life of the program.   About the Opportunity The Payroll Coordinator will manage the payroll process of all locally engaged staff: remuneration and benefits, undertake all essential HR record keeping and financial reporting requirements for PATH and PNG programs. This Position will work collaboratively, in an integrated manner with the various PATH teams.   Specific Responsibilities The PATH Payroll Coordinator will report to the Financial Controller and undertake the following responsibilities: * Coordinating and processing the payroll on a fortnightly basis with quality and on a timely manner. * Officer to Prepare a range of reports including Timesheet Summary, Transaction Reports, Variance Report / EFT Report, Audit Report, Stocktake Report and others for the HR and Finance management as requested. * Assist to address payroll queries across the organisation; * Ensure payroll data is free from error at all times, accuracy and correctness of data are maintained. * Assist Finance to track and monitor salary advance deductions and salary sacrifice deductions * Track and monitor leave balances and apply each fortnight * Calculate final pay for staff and endure all final entitlements are correctly applied. * Liaise with local banks for payroll errors as well as internal and external auditors as required. * Assist in the design and implementation of enhancements to the organisation’s payroll system and payroll policies and procedures. * Ensure that changes and updates to awards, legislation and contracts are updated within the payroll system. * Maintain confidentiality in all HR related information by ensuring that information is filed and secured appropriately and access to the Rockfast HR and ensure payroll system is limited to only those officers who are required to manage HR / Payroll issues.  * Provide support to HR team with facilitating recruitment, contract, performance/probation review and assist with other general HR matters when required; and  * Other duties as required by Management and Brisbane Payroll Manager. * Undertake other duties as required.   Specific Deliverables The Payroll Coordinator will: * Ensure all financial payroll activities are carried out in line with the Finance & Operations Manual with relevant legislation, standards, policies and procedures. * Maintain confidentiality in all HR/payroll related information and ensure filed in save space * Ensure reporting of all risk and any suspected fraud. * High level attention to detail in meeting multiple deadlines ensuring high level work output. * Has the ability to work proactively, both individually and collaboratively in a team to meet program and operation needs. * Address payroll queries across the organisation * Officer to Prepare a range of reports including Transaction Reports, Variance Report / EFT Report, Audit Report, Stocktake Report and others for the HR and Finance management as requested. * Excellent time management skills and must be able to meet deadlines Ensures the integration of Gender, Equality, Disability, Social Inclusion approaches into all activities.   Key working relationships  * PATH Finance Team * Program Delivery Teams * Financial Controller * HR/Payroll Team * Provincial Teams * Grants Team * Key Abt PNG Management Services staff including HR and GEDSI. * Abt Associates Brisbane Head Office Brisbane Team   About You  For applications to be considered, a response to the key selection criteria below must be provided.  * Bachelor’s degree in finance, accounting or relevant field * A minimum of 3-5 years’ experience in finance/payroll related role with In-depth knowledge of financial regulations and accounting processes, financial software including netsuit/rockfast etc. * High level attention to detail in meeting multiple deadlines ensuring high level work output. * Possess self-initiative, outstanding time management skills and similar qualities to handle heavy workload  * Has the ability to work proactively, both individually and collaboratively in a team to meet program and operation needs.  * Excellent time management skills and must be able to meet deadlines. * Strong communication skills with strong work ethic.   How to Apply * Please ensure to address the Key Selection Criteria (About You) in your cover letter, and submit your application online, along with your CV as a single document.  * Applications must be submitted personally by individuals only.
