MINIMUM REQUIREMENTS
Bachelor’s degree with 12 credit hours of accounting coursework; or Associate’s degree in Accounting; or Associate’s degree in Business or related discipline with 12 credit hours of accounting coursework; or equivalent combination of training and experience.

PREFERRED YEARS EXPERIENCE, SKILLS, TRAINING, EDUCATION
Graduation from a four-year college or university with an accounting or business-related major, or an Associate Degree in Accounting or Business Administration and six years of payroll accounting or an equivalent combination of education and experience. Supervisory experience and knowledge of federal and state tax rules and regulations, tax treaties and visas, and strong research and analytical skills are required.

The primary purpose of this position is to provide direction and oversight for the University Payroll Office. This incumbent establishes and oversees payroll processes, procedures and policies, designs short-term and long-term strategies to achieve continuous improvement and efficiencies in payroll operational deliverables. The Director must stay abreast of all payroll laws and regulations, ensuring compliance with federal, state and university requirements.
The incumbent is responsible for the production and timely delivery of two payrolls (monthly and bi-weekly). Ensuring that payroll disbursements are made based on the approved schedule, payroll disbursements are properly recorded, and that related legal requirements are in compliance, including tax reporting and internal financial reconciliations.
The Director leads and supervises the payroll team, and holds the primary responsibility for goal setting, planning, and personnel management for the University Payroll Office. Providing training and development opportunities to maintain high-performance standards.
The incumbent will also be responsible for ensuring that the payroll office meets and exceeds the definitive list of payroll key performance indicator metrics, goals, and performance measures associated with the Service Level Agreement. The Director will adhere to agreed-upon policies, procedures, and timelines, defined in the payroll calendar developed as a reference for the processing of payroll-related activities that are to be performed by the campus payroll office. This position is responsible for the disbursement of W-2s and reprints as needed, as well as the timely annual payment and accurate campus distribution of cost for unemployment insurance.
This position will also serve as the university tax compliance officer for employment to ensure that all earnings of non-resident alien (NRA) and resident alien (RA) employees are taxed accurately. Utilizing Sprintax software to ensure terms outlined in tax treaties are followed according to the treaty agreement between the United States and specific countries. This position is responsible for assuring full compliance with IRS, and Social Security Administration (SSA), including FICA and Medicare exemption regulations.
The incumbent ensures that each quarterly Form 941 and NC-5Q are completed, signed and mailed timely to avoid penalty. Manages the payroll-related fiscal and year-end reconciliation checklist and completion of actions. Ensures the appropriate payroll staff member maintains payroll account reconciliations by established monthly deadline schedule (15th or 30th).
The Director represents the office and serves as a resource by participating in various University forums, projects, and committees.
Execute payroll cycle from gross to net calculation (Dis 40) to payroll update (Dis 60)
Manage check and Direct Deposit control documents to avoid duplicate numbers
Produce and transmit Direct Deposit ACH file to Bank
Execute and transmit all outbound interfaces
Complete payment reconciliations
Initiate 3rd party payments to vendors via core banking
Initiate payroll funding and tax payments via core banking
Initiate EFTPS transfers
Ensure all required reports are produced and reconciliations completed
Perform “year-end, year-round” reconciliations after every payroll
Provide ACH Notifications of change (NOC) report for actions returned deposits or correction requests
Process all adjustments to payroll each month
Prepare 941 and NC-5Q returns quarterly
