JOB SUMMARY

The Payroll\HR Specialist will manage all aspects of payroll processing and compliance within the construction industry, with a strong focus on prevailing wage projects. This role ensures adherence to federal, state, and local regulations, including certified payroll reporting, prevailing wage requirements, and labor compliance. The ideal candidate will possess a strong understanding of payroll systems, prevailing wage laws, and related accounting principles.

QUALIFICATIONS

  • Education & Experience:
  • High school diploma or GED required, Associate’s or Bachelor’s degree in Accounting, Finance, or related field preferred.
  • 3+ years of payroll experience in the construction industry.
  • Skills & Knowledge:
  • Proficient in payroll systems (e.g., construction-specific payroll software).
  • Strong understanding of construction payroll including prevailing wage and certified payroll.
  • Strong understanding of prevailing wage laws, certified payroll reporting, and the Davis-Bacon Act.
  • Knowledge of garnishments, 401(k) administration, and other payroll-related deductions.
  • Advanced Excel skills and familiarity with payroll/accounting software.
  • Certifications:
  • Certified Payroll Professional (CPP) or similar certification preferred but not required.
  • Attributes:
  • Strong attention to detail and accuracy.
  • Excellent communication and problem-solving skills.
  • Ability to handle sensitive information with confidentiality.

Responsibilities
  • Payroll Processing:
  • Accurately process weekly payroll for 3 companies (approx.150 employees), including time tracking, deductions, adjustments, and direct deposit file uploads.
  • Maintain payroll records and ensure proper classification of employees for certified payroll requirements.
  • Accurately process per diem, travel time, and gas including maintaining rates.
  • Accurately process weekly, quarterly, year end tax reporting and payments to IRS and NYS.
  • Processing of all W-2’s, and ACA requirements.
  • Prepare and report all weekly time reports to Temporary Labor agencies and review\approval of weekly invoices from agencies for prompt payment.
  • Prepare and report Union benefits monthly including processing for payment.
  • Booking of hotels for employees working out-of-town jobs.
  • Complete employment verifications when needed.
  • Other duties as assigned by Manager.
  • Certified Payroll Compliance:
  • Prepare and submit certified payroll reports (e.g., using systems like LCPtracker, eMars, or similar).
  • Ensure compliance with federal and state prevailing wage laws, including Davis-Bacon Act and related labor laws.
  • Verify wages and fringe benefits for prevailing wage projects.
  • Benefits and Deductions:
  • Administer 401(k) contributions, including compliance with ERISA and reporting requirements including weekly payments.
  • Manage garnishments, child support orders, and other court-ordered deductions including weekly payments.
  • Manage health insurance and dental deductions including monthly process of invoice for payment.
  • Ensure accurate fringe benefit tracking and reporting.
  • Manage and maintain PTO and PTO calendar.
  • Audits and Reporting:
  • Assist with internal and external audits related to payroll and labor compliance.
  • Generate reports and maintain accurate records for union and non-union payroll compliance.
  • Track certified payroll submissions and resolve discrepancies with contractors or project managers.
  • Collaboration and Communication:
  • Serve as the primary point of contact for payroll-related inquiries from employees, contractors, and government agencies.
  • Work closely with project managers and accounting teams to ensure payroll accuracy and compliance.
