POSITION SUMMARY
The payroll manager oversees all payroll operations for the company. This position will supervise all payroll operations, ensuring accurate and timely processing of employee compensation while maintaining compliance with federal, state, and local regulations.
Principal Accountabilities - This position requires daily, weekly, and monthly responsibilities that must be completed in a timely manner.
· Manage end-to-end payroll processing for hourly, salaried, and contracted employees across multiple job sites and projects.
· Oversee time tracking systems and integrate with payroll software to ensure accurate wage calculations
· Process specialized communications/telecom industry payroll elements, including prevailing wages, certified payroll, union benefits, and multi-state taxation.
· Maintain compliance with Davis-Bacon Act requirements for government contracts.
· Administer garnishments, tax levies, and other payroll deductions.
· Reconcile payroll accounts and prepare journal entries for the accounting department.
· Generate and analyze payroll reports for management review.
· Ensure accurate tax filings and payments to federal, state, and local authorities.
· Coordinate with HR on new hires, terminations, and employee status changes.
· Manage relationships with third-party payroll vendors and service providers.
· Stay current on changing regulations affecting construction and telecom payroll
· Assist in developing and managing the payroll budget, which includes forecasting payroll-related expenses and ensuring budgetary compliance.
· Respond to employee inquiries related to payroll, including insurance with paychecks, tax withholdings, and benefit deductions
· Manage and oversee the end-to-end payroll process, including calculating employee wages, salaries, bonuses, and deductions accurately.
· Implement and maintain any necessary upgrades or modifications to the payroll software.
· Utilize payroll software or systems to process payroll efficiently.
· Generate and distribute payroll reports to management, departments, and government agencies.
· Ensure all records are organized and easily accessible for audits or inquiries.
· Conduct periodic audits of payroll records to identify errors, discrepancies, or potential issues. Address and correct any discrepancies promptly.
· Process payroll-related tasks for new hires, including setting up payroll accounts and handling termination processes, including final paychecks and compliance with state laws.
Education, Experience, and Job Requirements - This position requires at least the following minimum requirements:
· Bachelor’s degree in Accounting, Finance, Business Administration, or a related field.
· 5+ years of payroll management experience, preferably in the construction or telecommunications industries
· Certified Payroll Professional (CPP) designation preferred
· Experience with certified payroll reporting and prevailing wage requirements
· Proficiency with PayCom payroll software system.
· Knowledge of multi-state taxation and compliance requirements
· Strong understanding of FLSA, FMLA and other relevant employment and leave laws.
· Exceptional attention to detail and accuracy.
· Strong analytical and problem-solving abilities.
· Excellent time management skills to meet strict deadlines.
· Ability to maintain confidentiality of sensitive information.
Ability to handle changing regulations and business needs.
· Complex problem-solving skills to identify complex problems, review related information, and develop or evaluate options to implement solutions.
· Ability to work with others to resolve issues and maintain composure in a complex environment.
