Job Overview: The National Payroll Manager assumes accountability and responsibility for the complete Payroll function for Australia and New Zealand by utilising knowledge, experience and analytical skills to lead and drive the Payroll Services team from both an operational and strategic standpoint. The role will drive continuous process improvement, automation and streamlining efforts to generate greater efficiencies, with a goal to become best in class payroll function Globally. This role works closely with the business to ensure the Payroll function is meeting the changing demands of the business. This involves a high level of forward planning and consideration, to ensure that payroll services are delivered without significant changes in team structure or incremental operational costs. Responsibilities Core Business Manage and control all facets of the payroll function, including: Ensuring Payrolls are run to schedule and completed in a timely/accurate manner Payroll Tax (Monthly and Annual Returns) Workers Compensation (Actuals and Estimates) Termination and New Starter Calculations; Redundancy estimates and actual calculations PAYG Tax payments and STP compliance Superannuation and Deduction Payments (Defined Benefit and accumulation Superannuation) Maintaining and reconciliation of leave balances Car Deduction and Allowance changes Bonus and Incentive accrual/payments Monitoring all systems and procedures to ensure all employees are paid accurately and on time in accordance with company policies and audit requirements. Lead, control and provide guidance to others in the payroll accounting tasks of the department (and ensuring all reporting deadlines are met). Processes include: All Payroll General Ledger postings and activities End of Month Reporting and analysis of payroll postings Leave Write-back and analysis Defined Benefit Superannuation Journals and compliance with actuarial estimates Balance Sheet Reconciliations & Analysis Budget estimates as per planning team requests Drive payroll related projects to re-engineer process and continue the journey towards a ‘best in class’ payroll function, engaging with senior stakeholders including HR, BIS and across the business to ensure timelines and deliverables are met. Manage Expatriate Payroll Related Issues with respect to PAHNs, Payroll Adjustments/Increases, and costing issues, Leave Entitlements/Reconciliations, Bonus’s, and Redundancy Calculations. Identifying and communicating with HR and PWC with respect to ensuring compliance to both local and international tax laws Managing and implementing all Collective agreement and Focal Point Review updates along with Bonus payments by working together with Human Resources (including managing the updates the payment of Expatriates to ensure compliance to local tax legislation along with completeness of information) People and Working Relationships Leading and supervising the Payroll Services team fostering a culture that recognises teamwork, focusing on our core behaviours and the value of everyone’s performance as the way to strengthen the team and its contribution to the business. Managing individual’s objectives and performance through the personal development review process. Responsibility for facilitating all team members development and growth in line with their personal career targets along with identifying opportunities and driving these changes to build individual and team capability Responsible for managing all training initiatives within the department by encouraging and coaching the team to build skills and improve performance. Identifying and leveraging team members strengths and experience for the benefit of the individual, team and business Develop, maintain, and manage the team’s relationships with all external contacts through continuous superior customer service. Controlling and managing the working relationships within the business building cross functional unity with internal stakeholders. Manage the recruitment process for the department involving selecting employees with ‘right team fit’ in addition to relevant payroll capabilities Compliance, Control and Communication Identifying areas of opportunities and gaps in current work practices. Managing, developing, testing and implementing improvements to ensure effective compliance and corporate governance. Managing updates to software and testing and upgrading system to ensure complete compliance to legislative requirements Performing regular audits on system data and transactions to ensure compliance to current PAYG, Payroll Tax, Workers Compensation, and Superannuation legislation Responsibility for communication of payroll changes and/or updates to Payroll team and/or business as required Qualifications 5 – 10 Years proven management experience in a large volume and complex payroll environment Experience using Affinity, Kronos (or similar time recording system), or SucessFactors preferred. Solid Understanding of Payroll Accounting, end to end Payroll processing and knowledge of Statutory and Taxation requirements Team Management/leadership skills Degree Qualified (HR and/or Accounting preferred) High Attention to detail and time management skills (with the ability to work to unnegotiable deadlines) Clear and exceptional communication (written and verbal) skills; Expert level understanding of Microsoft Excel Demonstrated analytical/ problem solving abilities Moderate exposure to payment of Expatriates Proven track record of process re-engineering and improvement.
