POSITION SUMMARY

We are seeking a highly skilled and experienced Payroll Manager to lead our Consumer Directed Services (CDS) payroll operations. This role is responsible for overseeing all aspects of payroll processing and tax compliance under IRS Section 3504 and state unemployment tax regulations. The ideal candidate will bring leadership, technical expertise, and a commitment to accuracy and confidentiality in a high-volume, deadline-driven environment.

EDUCATION & EXPERIENCE

  • Minimum age: 18 years
  • 3–4 years of payroll accounting experience in an aggregate filing environment.
  • 3–4 years of employee management and leadership experience.
  • College degree in a business-related field preferred.
  • Certified Payroll Professional (CPP) certification preferred.
  • Strong understanding of data formats (Excel, CSV, TXT) and payroll reporting requirements.
  • Typing speed: 35 WPM with 80% accuracy; Excel proficiency: 90%; 10-key: 6,000–8,000 keystrokes.

PHYSICAL REQUIREMENTS

  • Ability to work a minimum of 40 hours per week.
  • Extended periods of sitting and computer use.
  • Normal range of vision, hearing, and mobility.
  • Manual dexterity for keyboard and office equipment use.
Responsibilities
  • Lead and manage payroll and tax teams, including supervisors and specialists.
  • Oversee payroll processing and accounts payable in collaboration with the Finance Department.
  • Implement and manage payroll software systems and upgrades.
  • Ensure timely and accurate payroll processing to meet billing and tax filing deadlines.
  • Maintain and reconcile automated payroll systems and financial records.
  • Ensure compliance with federal and state payroll regulations and internal policies.
  • Supervise preparation and filing of federal and state tax documents, including:


    • 941, 941 Schedule B & R

    • 940, 940 Schedule R
    • SUTA quarterly reports
    • W-2 forms
    • Maintain consolidated payroll and tax data for cross-company reconciliation.
    • Respond to federal and state tax correspondence and notices.
    • Provide ongoing training and development for payroll staff.
    • Stay current with payroll regulations and software updates.
    • Uphold confidentiality and compliance standards.
