Description We are seeking a Payroll Manager with experience in Deltek Costpoint or a similar ERP system to lead our payroll and labor distribution functions. This role is responsible for the precise execution of payroll for Salaried Exempt, Union, and Service Contract Act (SCA) professionals. The ideal candidate is an experienced project-based accountant who can navigate the complexities of government contracting and labor allocation. In addition to managing payroll cycles and compliance, the ideal candidate will serve as a key member of our finance team, performing other related accounting and finance duties as assigned. Requirements Key Responsibilities • Deltek Costpoint Administration: Manage the end-to-end payroll process within Deltek Costpoint, including labor cycles, leave accruals, and timesheet corrections. • SCA & Union Compliance: Execute SCA Wage Determinations and Collective Bargaining Agreement (CBA) rules. Calculate H&W fringe benefits and process union dues/remittances accurately within the ERP. • Labor Distribution & Job Costing: Perform detailed labor distribution to ensure all hours (Exempt and Non-Exempt) are charged to the correct project, account, and organization levels. • Exempt Payroll Management: Manage the Salaried Exempt payroll, ensuring compliance with salary basis tests and managing uncompensated overtime in accordance with DCAA standards. • Reporting & Audits: Generate Certified Payroll Reports and specialized labor utilization reports. Serve as the primary point of contact for DCAA, DOL, and Union audits. Required Skills & Qualifications • Software Mastery: Minimum 3 years of direct experience with Deltek Costpoint and similar ERP software with Labor and Payroll modules. • Industry Experience: 5+ years in Government Contracting (GovCon) or highly regulated project-based environments. • Regulatory Knowledge: Deep understanding of FLSA exemption rules, SCA requirements, and Union payroll dynamics. • Analytical Excellence: Ability to reconcile complex labor-to-GL variances and manage multi-layered project hierarchies.
