Project Background The IRC is implementing a multi-sector humanitarian response in Eastern Libya to support communities affected by Storm Daniel and ongoing service gaps in primary healthcare, MHPSS, and protection. The project aims to strengthen health services, improve access to essential medical care, and support vulnerable groups—including women, children, migrants, and displaced families—across Shahat, Soussa, Derna, AlQuba, and AlBayda. As part of this intervention, the IRC seeks a pediatrician to provide high‑quality child-focused healthcare. The Pediatrician will ensure continuity of care and contribute to strengthening pediatric services within targeted health facilities. Scope of Work The Pediatrician will be responsible for delivering a comprehensive range of child‑focused health services within designated health facilities and surrounding communities in Shahat, Soussa, Derna, AlQuba, and AlBayda, Libya (all transportation between assigned locations will be managed by the staff themselves), this includes diagnosing and managing common and complex pediatric conditions, providing preventive and developmental care, supporting immunization activities, and addressing nutritional and growth‑related concerns for infants and children. The Pediatrician will ensure continuity of care through coordination with pharmacies, laboratories, and referral hospitals. Expected Outcomes / Deliverables: Deliver high‑quality pediatric medical care in alignment with national and international clinical standards, laws, and protocols. Provide curative services, including: diagnosing and managing common pediatric conditions, providing preventive and developmental care, supporting immunization activities, and addressing nutritional and growth-related concerns for infants and children, emergency care, health education, triage, and referrals to secondary or higher‑level medical facilities as needed. Coordinate with pharmacies, laboratories, mental health specialists, and other providers to ensure continuity of care and conduct appropriate follow‑up for all patients, including those referred to higher‑level facilities. Maintain accurate patient documentation and ensure all information is kept confidential and properly updated in program databases. Participate in Quality and Performance Improvement activities as required. Provide timely reports and updates to supervisors, while maintaining respectful communication with patients and families. Anticipated start date for the Pediatrician position will be March 1, 2026, with expected completion/end date May 31. 2026. Key Working Relationships: In addition to the relationship mentioned under the expected outcomes, the Pediatrician expected to engage with the health manager/ Senior health manager. The Pediatrician will not be line managing any internal staff. Duty station: This service contractor is required to provide the above-mentioned services in Shahat, Soussa, Derna, AlQuba, and AlBayda. Qualifications and requirements of a successful individual contractor: Bachelor's degree in Medicine and Surgery with a valid practice license from the Libyan Ministry of Health Minimum of 3 to 5 years of experience working as a pediatrician. Good understanding of the principles of health care services levels, diagnostic procedures, Libyan health systems, healthcare providers in all sectors, and medical case definitions. Ability to work in a multi-cultural environment with daily travel to different field sites. Capacity and flexibility to work under pressure and difficult conditions Basic skills in Microsoft Office, particularly Word and Excel. Relevant experience working at NGOs with a similar role is an advantage.
