The People, Change & Projects Specialist (ETCS) will work directly with the Project Lead to deliver the ETCS Driver Training and Competency Retention Feasibility Study over a 9-month fixed-term contract. The purpose of the role is to combine day-to-day project management with people, change, and impact analysis to support the assessment of feasible options for future ETCS driver training and competency management. The role ensures that study activities are well-coordinated, stakeholders are engaged effectively, and the people and operational implications of different options are fully understood and reflected in the project’s outcomes. Ultimately, the Specialist supports the development of practical, evidence-based recommendations that help the industry prepare for the successful introduction of ETCS and long-term operational readiness. What can I expect to do in this job? You’ll take the lead in managing and coordinating the day-to-day delivery of the Feasibility Study, working closely with the Project Lead to ensure activities progress to time and quality expectations. This will include maintaining the delivery plan, tracking milestones and dependencies, and coordinating inputs across multiple workstreams such as stakeholder engagement, options analysis, and report drafting. You’ll act as the central point of contact for operators, subject matter experts, and other industry stakeholders - organising meetings, workshops, consolidating feedback, and ensuring insights from interviews, surveys, and workshops are captured and integrated into the analysis. Alongside managing progress, risks, and issues, you’ll also contribute directly to the analysis of people, change, and impact considerations - ensuring the study’s conclusions take full account of operational and organisational factors. You’ll produce clear, high-quality draft outputs for the Project Lead’s review and support effective communication of findings to internal and external stakeholders. What experience, skills and knowledge do I need? Essential Stakeholder Management – Proven ability to engage, influence and build effective relationships with a wide range of stakeholders, including train operators, trade unions, infrastructure managers, regulators, and industry bodies. Rail Industry Knowledge – Strong understanding of the UK rail industry, its structure, key organisations, and operational environment. ETCS and Technology Change Delivery – Demonstrable experience supporting or leading projects in complex railway environments, ideally involving technology change such as ETCS, in-cab signalling. Analytical and Problem-Solving Skills – Strong analytical capability, with the ability to interpret complex information, identify key challenges, and develop pragmatic, evidence-based recommendations. Project Management Expertise – Skilled in planning, coordinating, and delivering multi-stakeholder projects, ensuring outputs are achieved to agreed time, cost, and quality standards. Desirable Knowledge of Network Rail Processes – Familiarity with Network Rail’s reporting, governance, and project delivery frameworks, and experience working within established industry assurance processes. Risk and Issue Management – Experienced in identifying, assessing, and managing risks, issues, and dependencies across multiple workstreams to maintain project momentum. Project Reporting and Tools – Competent in using project management tools such as Primavera, MS Project, or similar, with the ability to produce clear, concise progress and performance reports.
