JOB DETAILS AND QUALIFICATIONS

Clackamas County’s Department of Technology Services is seeking an experienced professional developer to join our team as a PeopleSoft Senior Technical Developer.
This position requires a candidate with a background that demonstrates a high level of hands-on development experience, strong working knowledge of development processes and best practices, strong skills in basic business functions (Human Resources, Finance, Payroll, etc.), problem-solving, collaboration, and critical analysis. Our PeopleSoft Senior Technical Developer needs to be proactive and customer-service-driven.
The Developer will be a member of the Technology Services PeopleSoft team. This team is responsible for the maintenance and modification of the County’s Oracle PeopleSoft system. The system is stable and mature; we have implemented many upgrades, service packs, new modules, and bolt-on applications for both the Human Resource (HR) and Finance systems. Currently, the County has implemented the following modules: Human Resources, Payroll for North America, Benefits Administration, Talent Acquisition Manager, Employee Self-Service, Manager Self-Service, General Ledger, Accounts Payable, Asset Management, Purchasing, and Project Costing. This team is also responsible for the maintenance/modification of Workforce Software (the County’s time and labor system), and integration with other systems including OpenGov (the County’s budgeting system), PowerDMS (the County’s Document Management System for Policies), and Prositions (the County’s Learning Management system).

REQUIRED MINIMUM QUALIFICATIONS/ TRANSFERRABLE SKILLS:*

  • A minimum of seven (7) years of experience performing advanced systems analysis and design work in support of highly complex application systems that involves multiple sub-systems, programs, files, databases, and users
  • At least 5 years of experience programming and troubleshooting using most of these Oracle PeopleSoft technical tools: Application Designer, PeopleCode, SQR, Application Engine, BI Publisher, COBOL, etc.
  • Experience with all phases of application software development, including administration, setup, and troubleshooting
  • Experience developing new reports, data interfaces, bolt-on applications to meet business or technical requirements, including reports and interfaces between PeopleSoft Human Capital Management and Finance systems, third-party providers, and cloud providers.
  • Experience developing and documenting technical and business requirements and processes, this may also include training users
  • Experience handling confidential, time sensitive information
  • Experience providing internal customer service through troubleshooting, diagnosing and resolving production problems of the PeopleSoft Human Capital and Finance environments.
  • Demonstrated knowledge of database management principles and techniques.
  • Knowledge and experience using SQL data languages (Microsoft SQL Server or Oracle) utilizing the appropriate software tools and techniques for analysis, debugging, and programming
  • Ability to work early and late hours to meet time lines, provide off-hour upgrade and maintenance, available for periodic on-call, and respond to emergency situations

PREFERRED SPECIAL QUALIFICATIONS/ TRANSFERRABLE SKILLS:*

These are preferred but not required qualifications. No experience in any or all of the following will not necessarily disqualify you from consideration.

  • Bachelor’s degree in Computer Science or related field
  • Experience with FIT/GAP analysis using Project Management tools and processes
  • Experience coordinating the work of a project team composed of staff, vendors, and/or users; managing, reporting progress and completing projects and time and within budget
  • Experience with the PeopleSoft System Architecture and Administration, including system performance troubleshooting
  • Experience executing PeopleSoft Upgrades
  • Experience with JSON, RESTFul web services or other integration tools (ETL) methods
  • Experience with other programming languages, like Java
  • Experience with SharePoint and Office 365
  • Experience with Crystal Reports
  • Ability to learn new technology and reporting tools, utilize the training and be comfortable assuming development tasks upon training
  • Knowledge of Oracle’s PeopleSoft Selective Adoption and experience using the PeopleSoft Upgrade Manager

Responsibilities

Duties may include but are not limited to the following:
Coordinates the work of project teams composed of technical staff, vendors and users; guides and formulates project needs and requirements; manages and completes projects within specific time and budget constraints; prepares progress reports and revises projections to reflect current status.
Communicates with TS management, technical staff, users and departments to analyze current and projected application needs, resources and system performance; conducts research of new systems and modifications; conducts compatibility studies and cost/benefit analyses and recommends the most cost-effective approach to meet application system requirements.
Coordinates the planning of projects related to existing or proposed systems; prepares estimates and tracks project time and costs; establishes a work plan in relation to the capacity and limitations of system infrastructure, operating time and available personnel; assigns projects or tasks to project staff.
Develops detailed design specifications, definitions, performance criteria, and testing methods; writes, develops, and documents operational procedures; coordinates systems maintenance, testing, and production runs; devises schedules for implementation; provides training and technical guidance to users and staff in the use of new or modified systems and procedures.
Utilizes appropriate software tools and techniques for systems analysis, logic design, applications programming and coding, data base management, computer operations, troubleshooting equipment problems, and maintaining operational integrity of the computer system.
Leads and/or coordinates the work of regular employees and contractors assigned to projects; promotes cooperative team efforts among technical staff, contractors and users; monitor contractor/vendor activities; coordinates with required vendors in providing required services.
Provides ongoing high-level technical design, support and enhancements to new and existing systems and applications; coordinates maintenance, testing and daily operations; prepares schedules for implementation; monitors, troubleshoots and maximizes performance and integrity; performs comprehensive diagnosis of problems and develops / implements solutions.
Under direction, researches, recommends and implements new technology for new and existing systems coordinating such activities with the required application, network, system, administration & network teams for new and existing systems.
Coordinates and as required also performs, the administrative design, development and support technical functions to provide required application services; coordination and work performed includes, but is not limited to, network/system (non-application) / database and security functions.
Maintains a broad knowledge of current and emerging state-of-the-art technologies, business best practices, architectures and products; acts of the highest point of escalation in application support and
maintenance; coordinates other technical areas to facilitate issue resolution, technology development and integration.
In coordination with TS management/ technical staff and department business staff, designs and implements technical and business standards and policies, security practices and performance metrics; participates in long range planning and design of technical and business requirements and configurations; backup and recovery procedures; and design of service enhancements.
