GENERAL INFORMATION
The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. OSSE is focused on sustaining, accelerating, and deepening the progress being made for the District’s 90,000+ students. OSSE serves as the District’s liaison to the U.S. Department of Education and works closely with the District’s 470+ early childhood facilities, 250+ schools, 60+ local education agencies (including DCPS and charter organizations), and community-based organizations to provide critical programming and resources to our stakeholders.
The Office of the State Superintendent of Education (OSSE) Career and Technical Education (CTE) team opened the District of Columbia’s first Advanced Technical Center (ATC) in August 2022. The ATC delivers multiple programs of study, in a centralized well-equipped facility, that provides dual enrollment CTE courses in cybersecurity and general nursing to visiting students from high schools from across the city and prepares them for high-wage, high-skill, and/or in-demand careers in our region. The ATC is critical to the access and equity goals of OSSE and removes a number of participation barriers by allowing students from all over the city to access CTE coursework not offered at their home campus.
QUALIFICATIONS AND EDUCATION
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. The work requires high level analytical ability, judgment, leadership, and communication skills, plus expert, sophisticated knowledge and understanding of a substantial body of career and technical education, career development, occupational analysis, assessment, measurement, testing, labor market and education research and practice.
Specific knowledge and ability required by the position includes, but is not limited to: Professional and detailed knowledge of essential Federal and District workforce education and training and educational reform legislation and regulations-including the Strengthening Career and Technical Education Act for the 21st Century Act (Perkins V) and the Workforce Innovation and Opportunity Act of 2014 (WIOA), and its successors—plus working knowledge of applicable provisions of the Higher Education Act, as amended, the Every Student Succeeds Act of 2015 (ESSA), and Education Department General Administrative Regulation (EDGAR).
Master’s degree in a related field desired.

Assists the State Director of CTE with the development of local CTE program standards and requirements, aligned with all relevant federal laws and guidelines. Coordinates and conducts CTE program monitoring for compliance with federal and local program quality standards and requirements. Provides LEA’s with technical assistance in the development of compliance plans needed to rectify areas of deficiencies identified through performance data and/or program monitoring.
Refines monitoring documents and compliance plan templates. Compiles, analyzes and maintains data for all local and federal reporting. Supports CTE special projects, to include professional development, planning college, career awareness activities, STEM initiatives, and data analysis. Provides support for CTE focused school improvement initiatives in high schools and expansion initiatives in middle schools. Supports strategies to improve completion rates of programs of study, establishes and maintains partnerships with industry employers and post-secondary institutions
