ABOUT OPMI

The Office of Performance Management and Innovation (OPMI) is a shared service between the MBTA and the Massachusetts Department of Transportation (MassDOT) with a focus on using data to improve performance across all operating divisions. The office works on both long-term projects and responds to immediate requests.
Some examples of OPMI’s work include the MBTA Performance Metrics and accompanying blog, as well as in the MassDOT Annual Performance Report Tracker.

POSITION SUMMARY

The Performance Management Analyst at the Office of Performance Management and Innovation (OPMI) will be responsible for leading and coordinating internal performance management analyses, reports, and dashboards for MassDOT and the MBTA. This role has primary responsibility for conducting analyses to answer business questions in support of MassDOT and the MBTA. The Performance Management Analyst will help convey complex analytical findings to a wide range of audiences, providing outputs including reports, slide decks, charts, maps, and infographics. The Performance Management Analyst will also serve as a liaison between stakeholders and technical teams to achieve the goal of providing actionable insights into current performance. Using quantitative skills, the Performance Management Analyst will help analysts, researchers, and stakeholders to clarify the question they want to answer with data and advise on the best ways to communicate the results.

PREFERRED QUALIFICATIONS

  • Two (2) years of directly relevant experience in quantitative analysis, research, data science, or business analytics in transportation or a related field.
  • Experience in query writing and tuning (e.g., SQL, Access). Familiarity with Python or R.
  • Proficiency in data lineage: including sources of data, how metrics are aggregated; and how resulting business intelligence is consumed and interpreted by the business.
  • Advanced ability to draw insights from data and clearly communicate them (verbal/written/visualized) to the stakeholders and senior management as required.
  • Experience conducting large-scale analysis to support business decision making.
  • Expertise in at least one approach to advanced data analysis (e.g. GIS, SQL, Python, R, SPSS, or other).
  • Effective organizational, analytical, quantitative, qualitative, multi-tasking and time management skills.
  • Ability to learn quickly, take direction, and work independently, and ability to resolve issues with creative and collaborative approaches.
  • Advanced expertise in MS Word, Excel, and PowerPoint.
  • The ability to work effectively with a diverse workforce.

Responsibilities

DUTIES AND RESPONSIBILITIES

  • Build and iterate on analyses and reporting designed to tell a story and let the data speak for itself while setting the direction for future reporting. Contribute to design of user interaction and experience for interactive tools and dashboards using business intelligence tools, graphic design software, and/or web design.
  • Conduct analyses designed to answer quantitative and spatial problems using statistical or analytic software packages. Advise on best practices for data structure and analysis to communicate key messages accurately and effectively.
  • Recognize and adopt best practices in reporting and analysis: data integrity, test design, analysis, validation, and documentation.
  • Perform assigned tasks involving data analyses, reporting, and dashboards. Design and prepare reports, blog entries, and presentations, including charts, maps, and other visualizations.
  • Respond to each inquiry, whether from a customer, vendor or coworker in a courteous and professional manner.
  • Assist with other duties in OPMI as needed, including providing support to Performance Management vertical and cross-team projects.
  • Develop and design processes to use ridership data to help the organization make better decisions for riders.
  • Design and implement programmatic solutions to access and visualize data, including retrieving data from APIs, cleaning large data files, and creating visualizations using Tableau.
  • Identify opportunities to enhance data reporting, collection, and analysis across MassDOT and the MBTA.
  • Provide input and feedback to external consultants to ensure data integrity and compliance and improve ridership models.
  • Collaborate with the OPMI data strategy team to ensure accurate and seamless data storage on our research server.
  • Develop the skills of more junior analysts and interns and build knowledge of ridership data across the team.
