Clinical lead will ensure the provision of a high quality and safe specialist mental health service to parents and babies during the perinatal period.

To support the Head of service, the Service Manager, and the Consultant Perinatal Psychiatrists with the development of the service, contributing to the planning and development of the service, recommending improvements to policies and procedures, and assisting in the improvement of standards and quality assurance.

Probationary Period
This post will be subject to a probationary period. Internal applicants are exempt from the probationary period (unless you are an internal applicant currently part way through a probationary period or currently a bank member of staff).
Starting with NELFT
NELFT place a great deal of importance on new starters being properly welcomed and inducted into the Trust. All new starters will join the Trust on the first Monday of each month and will undertake a comprehensive induction of up to two weeks which will include mandatory training, systems training and the allocation of equipment. As part of the process new starters will have the opportunity to also meet the executive team, senior managers and attend a number of drop in sessions focussing in engagement, health and wellbeing and key processes. The induction will be held at our head office in Rainham, Essex.
High Cost Area Supplement - Outer London
This post also attracts payment for High Cost Area Supplement of 15% of the basic salary (with a minimum of £4,313 to a maximum of £5,436 p.a. pro rata for part time).
High Cost Area Supplement - Fringe
This post also attracts payment for High Cost Area Supplement of 5% of the basic salary (with a minimum of £1,192 to a maximum of £2,011 p.a. pro rata for part time).

Responsibilities

    Leadership
  9. To participate in the development of an effective team and the development of productive working relationships throughout the Trust and with other agencies.
  10. To actively promote integrated health professional working internally and externally.
  11. To deputise for the Deputy Manager of the Perinatal Parent Infant Mental Health Service when required
  12. To provide supervision, advice and guidance to the Band 6 Community Mental health Practitioners and carry out their annual appraisals using agreed appraisal systems.
  13. To coordinate referrals to specialist psychiatric Mother and Baby Units and liaise and work with the Mother and Baby Units utilised by the Trust.
  14. To chair meetings as and when required
  15. To oversee the weekly referral meeting, providing direction and advice in respect of new referrals and emergencies
  16. To work with the Service Manager to meet the performance targets and ensure performance and service delivery information is disseminated as appropriate.
  17. To assist the Service Manager to manage the Complaints process and help ensure that investigations are carried out and resolved successfully where possible
  18. As requested by the Assistant Director to undertake complaint and serious untoward investigations in line with Trust and Local Authority Policies.
  19. To report on incidents and manage incidents using Trust and Local Authority policies and systems.
  20. To work within budgetary constraints, act as authorised signatory in the service manager’s absence and assist in budget management.
  21. To have skills in Safeguarding Adults and Children and understand the processes related to each. To lead on Safeguarding Adult cases and investigations, working in conjunction with the Safeguarding teams within each Borough.
    Clinical Skills
  22. To act as an autonomous, registered practitioner who is legally and professionally accountable for own unsupervised actions guided by the professional code of conduct and Trust guidelines and protocols.
  23. To deliver, or support the delivery of, highly specialist evidence based assessment, care planning, treatment and review for service users in the perinatal period.
  24. To work as a member of the multi-disciplinary team exercising autonomous professional responsibility for managing an identified caseload independently, providing highly specialist assessments and follow-up for parents referred with complex problems, which includes assessment of risk in terms of dangerousness, self-harm, self-neglect, vulnerability, domestic violence and safeguarding adults and babies.
  25. To be mindful of the needs of women, babies, children, young people, families and individuals from a wide range of racial, cultural, sexual, religious and social backgrounds and to develop, with colleagues, sensitive and innovative ways of meeting these needs, ensuring the team operates from an anti-racist and anti-discriminatory perspective at all times.
  26. To ensure that all perinatal service users have a perinatal care plan which may require pre-birth and post-birth meetings.
  27. To attend Child Protection Pre-Birth and Review Conferences as appropriate and provide written and verbal reports.
  28. To be responsible for monitoring, recording and reporting on case work and communicating highly complex information to a variety of recipients e.g. service user’s, families, carers and other professionals, both verbally and in writing.
  29. To keep records in accordance with departmental and NELFT policies and procedures, further adhering to own professional governing body requirements and local authority procedures where appropriate.
  30. To participate in referral meetings; business meetings and clinical team meetings.
  31. To ensure that packages of care are communicated and implemented according to the Care Programme Approach and take account of Recovery and Wellbeing and Self Directed Support.
  32. To provide appropriate advocacy for service users and their carers to ensure the provision of the care package.
  33. To provide individual therapeutic interventions for carers, further liaising with specialist carers’ workers and third sector organisations as appropriate.
  34. To assess a service user’s bio-psycho-social needs including assessment of risk. Identify action and initiate a needs led plan to reduce identified risks.
  35. To ensure evidence based practice is applied to service delivery
  36. To provide information in a variety of forms, to service users and carers about the care and options available to them.
  37. To refer service users on to other services in accordance with identified need.
  38. To monitor, evaluate and ensure maintenance of the highest possible achievable standards of intervention and care.
  39. To be responsible for developing and maintaining knowledge of local resources and developing working relationships with relevant statutory, voluntary and community groups and organisations.
  40. To seek consultation where necessary with the Service Manager on workload and job function and participate in regular supervision and annual appraisal and to identify personal developmental and training needs.
  41. To facilitate service user independence and empowerment as far as possible by ensuring that at all stages of assessment, service users and carers are kept fully informed of their rights, and have access to all relevant information.
  42. To ensure that at all stages of intervention, service users are supported and empowered to be fully engaged within the process and are encouraged to self-identify needs, strengths and aspirations, using the philosophy of person-centred care and recovery.
  43. To ensure that individual care plans are responsive to all needs of users, including their religious, cultural and linguistic needs, and the needs of disabled service users. Further recording unmet need.
  44. To ensure the health and safety of staff and service users by complying with relevant legislation and guidance issued on safe working practices.
  45. To be knowledgeable about, and advise on best practice in the treatment of pregnant and postpartum women, with particular regard to relevant NICE guidelines and CEMACH reports.
  46. To be knowledgeable about, and advise on best practice on Safeguarding Children and Adults, with particular regard to Working Together to Safeguard Children, HM Government, revised 2006 and the London Child Protection Procedures, revised 2007.
    Computer/Administration
  47. To be computer literate and encourage implementation of the Trust’s IM&T Strategy.
  48. To ensure accurate recording of actions, and updating patient’s records, maintaining confidentiality at all times.
  49. To ensure the timely entry of data into RIO.
