Description Job Summary This is a responsible clerical position within the Building Department with duties pertaining to data entry, filing and processing citizen inquires for the Department. The Permit Clerk is responsible for keeping thorough and accurate permit records within the Boone County Building Department, as well as for working with other County Department, agencies and the general public. This person must have knowledge of County policies and ordinances. This position is under the direct supervision of the Chief Building Official. Major Essential Duties Issues building permits Types plan review correspondence Schedules daily inspections for building inspectors Coordinates and posts daily revenue Assists visitors with permit applications and drawings Organizes and files building plans and related documents Answers a multi-line switchboard, assists callers with information on permit status, takes messages, or transfers calls to appropriate individuals Issues electrical permits and perform required data entry Sets up and maintains paper and electronic filing systems for records Learn to operate new office technologies as they are developed and implemented Acts as Notary as necessary, must be bondable Cross-trains with other clerical staff to handle necessary duties in their absence Arranges meetings, schedules appointments, and maintains calendars Purchases/organizes office and cleaning supplies for the Department Updates filing of purchase orders, invoicing, daily worksheets and correspondence as necessary Minor Essential Duties Keeps front desk area and lobby organized and professional in appearance Keeps supervisor up-to-date on all supplies/equipment needed Distributes incoming/outgoing mail and inter-office correspondence Performs other related work as required Requirements Qualifications Education and/or Experience Graduation from a standard high school or vocational school or the equivalency supplemented by considerable experience as a building inspector; or any combination of experience and training which provides the desired knowledge, skills, and abilities. Has knowledge and experience of relevant software applications – spreadsheets, word processing, and database management Has knowledge of administrative and clerical procedures Is proficient in spelling, punctuation, grammar and other English language skills Certificates, Licenses, Registrations Minimum ICC- Certified Permit Clerk within 6 months of hire Possesses a valid motor vehicle operator’s license Language Ability Has the ability to read variety of informational documents, codes, maps and procedures manuals Can speak with poise, voice control and confidence and articulate information to others Mathematical Skills Has the ability to add, subtract, multiply, and divide in all units of measurement using whole numbers, fractions and decimals Other Knowledge and/or Skills Proficient knowledge of computer systems and software, office machines and supplies Ability to reconcile daily permit receipts and revenue. Knowledge of County ordinances such as those relating to building codes and flood damage prevention Knowledge of County roads, streets and of general direction Read and interpret residential building plans Keeps thorough, accurate records Communicates clearly and concisely, orally and in writing Communicates with all levels of staff and the general public Physical Demands Has the ability to bend and stoop in order to organize and file bulky permit plans, packets and documents Can sit for long periods of time typing data entry Work Environment Is comfortable in a sometimes stressful office setting, where multiple duties are being carried out on a regular basis Comments Must display the following: Positive communication Objectivity Willingness to solve problems Commitment to serve the county’s best interests Adherence to the applicable provisions of the Department Rules and Regulations, the Personnel Policy Manual, the Boone County Administrative Code, the Kentucky Revised Statutes, and any other procedures, rules, regulations, and polices set forth by appropriate authorities Must be neat in appearance Must be 18 years or older Personal integrity and no felony convictions Ability to maintain confidentiality when required
