OVERVIEW

JST is currently seeking a Personnel Site Manager who will lead the on-site team delivering HR/MPF services and DEERS/RAPIDS operations. Serves (or designates) Site Security Manager (SSM) coverage and ensures performance, security, and reporting requirements are met
This is a full-time on-site position at Dyess AFB in Abilene, TX. JST offers a full benefit package, a collaborative work environment and strong company culture. Veterans and military spouses are encouraged to apply. This position is contingent upon contract award.

PERSONNEL SITE MANAGER QUALIFICATIONS

  • 3+ years leading personnel systems or DEERS/RAPIDS operations.
  • Bachelor’s degree in a relevant field.
  • DEERS/RAPIDS initial & annual; SSM/SVO/VO training; SATE & Cyber Awareness; Privacy Act; Human Relations.
  • May travel (e.g., annual 3-day PSM conference, San Antonio) as designated.
Responsibilities
  • Maintain two designated SSMs per RAPIDS site and ensure one SSM is physically present during RAPIDS operations; oversee SVO/VO role assignments and audit readiness.
  • Manage ID card stock/consumables and control/accountability of CAC stock and controlled forms; enforce weekly CAC return submissions to DMDC.
  • Own the Continuity Plan and the Monthly Summary Report of KPI metrics (due NLT the 12th calendar day of each month).
  • Ensure compliance with normal duty hours (0730–1630, Mon–Fri), telework limits (COTR-authorized only), surge/after-hours support for off-site units, federal holiday posture, and emergency/special-event services as directed.
  • Oversee key control/physical security, FOUO/FOIA handling, and retrieval of identification media upon employee departure.
  • Appoint a Records Manager in writing within three months and ensure file plans/records retention per AFRIMS; support QASP surveillance and corrective actions.
  • Support CMRA labor-hour reporting timelines.
