Overview:
The Mid-level Physical Security Specialist (MPSS) shall provide comprehensive management services in support of physical security projects. The MPSS shall: gather and analyze requirements; assist in developing Performance Work Statements; conduct market research; build cost estimates for security projects for Government review and approval; supervise system testing and Performance Verification Testing and MPSS field-testing; and review MPSS proposals for technical adequacy. The MPSS shall design and develop briefings to document program activities and progress. The MPSS shall document program activities and status. The MPSS shall lead and participate in IPTs, working groups, conferences, and charrettes with internal and external stakeholders and customer organizations. The MPSS shall assist in developing security standards and plans for the Pentagon, NCR DoD, leased facilities, and Raven Rock Mountain Complex (RRMC); develop installation threat, vulnerability, and criticality analysis; develop physical security procedures, concept of operations, and use case scenarios. The MPSS will also develop a standard for physical security appurtenances, provide analysis of alternatives for physical security measures, and conduct site walks to identify vulnerabilities and mitigation measures through the installation of security hardware and changes to policy and procedures. The MPSS shall develop a Quality Assurance program to document minimum standards for system performance and configuration for all physical security systems. Standards developed will reference applicable regulations and/or local requirements. The MPSS shall review designs to ensure compliance with DoD regulations, Unified Facilities Criteria, Interagency Security Council (ISC) standards, and the Integrated Security Master Plan and provide input and comment. The MPSS shall analyze and make program recommendations to improve performance and reduce cost. The MPSS shall provide construction management and engineering services for design-build and design-bid-build projects performed by Other Government Agencies/Other Government Contractors for physical security infrastructure to protect the Pentagon Reservation, Mark Center, Raven Rock Mountain Complex, and other DoD-owned and leased facilities. The MPSS shall do this primarily by providing technical expertise in reviewing construction plans, assuring various UFC and ISC security requirements are met, and providing technical surveillance during construction to ensure these requirements are correctly implemented. No actual construction work will be performed. The MPSS shall also provide services to implement required security measures for non-security projects (e.g., parking lot reconfigurations in support of mass transit, major military construction projects affecting security operations) effectively. The MPSS shall provide comprehensive construction management services in support of physical security projects. The MPSS shall support the management of complex capital improvement projects through the pre- and post-award phases. The MPSS shall coordinate assignments with internal and external stakeholders to ensure proper integration of all disciplines and equities, including plumbing, electrical, IT, mechanical, geotechnical, security systems, security operations, and building management. The MPSS shall prepare project scope documents and assist in defining project requirements. The MPSS shall: lead project reviews with project stakeholders, identifying and reporting areas of issue; perform project planning and scheduling and prepare weekly status reports; review project plans and specifications for technical adequacy; develop construction cost estimates for Government review and approval; assist with common construction, including build-out of regulatory compliant Access Control Points (Pedestrian and Vehicular), Perimeter Fence, Commercial Screening Facilities, Employee and Visitor Screening Centers, and Law Enforcement Operations Centers and other projects supported include all construction efforts on Pentagon Facilities that have an operational or technical security impact. The MPSS shall produce documents, schedules, and design drawings; lead and participate in IPTs, working groups, conferences, and charrettes with internal and external stakeholders and customer organizations; and prepare agendas, track action items, and meeting minutes. The MPSS shall perform field surveys and site walks of active construction sites; provide review and comment on deliverables provided by internal and external contractors involved in the design and construction process; assist in the development, implementation, and execution of phasing plans, acquisition plans, building permits, work plans, analysis of alternatives, commissioning plans, space use, and safety plans; analyze infrastructure and structural engineering requirements of buildings within the NCR, including RRMC; conduct assessments of utility infrastructure and structural analysis; provide design and drawing renderings as needed; and conduct economic, structural, and environmental studies to support construction efforts. The MPSS shall also research applicable DoD antiterrorism and physical security standards, analyze applicability and suitability for standard compliance at the Pentagon Facilities, and compose detailed facility physical security requirements.

Responsibilities:

  • Provide multidisciplinary review and comment on all Physical Security Branch (PSB)-assigned construction projects, focusing on security and operational impacts. Assigned projects will include internal Agency projects and external (WHS, Arlington, Virginia Department of Transportation) projects.
  • Provide project management services for assigned PSB taskings. Average project workload at any given time is 5-10 active/in- planning projects.
  • Provide content/input to Physical Security Plans, Security Master Plans, and assigned external planning efforts such as Transportation Management Plans, Reservation Master Plans, and Utility Plans.
  • Review and provide input to Master Integrated Project schedule, a collection of all active construction projects across NCR
  • Track, report, and analyze assigned PSB projects, providing updates and relevant Project updates in Significant Activity Report (SAR) and other applicable venues.
  • Plan, survey, and report on assigned PSB taskings, to include lighting surveys, construction feasibility, analysis of options, concept of operations (CONOPs) and use case development.
  • Collaborate and liaison with Joint Service Provider, other IT providers, internal and external stakeholders with regard to Electronic Security Systems deployed at the Pentagon Reservation and applicable facilities within the National Capital Region.
  • Participate in scheduled updates of the Integrated Security Master Plan as assigned by PSB.
  • Document current state business problems and business processes.

Qualifications:

  • Seven years of experience in designing, planning, implementing, and managing physical security projects, developing physical security standards, and monitoring compliance; or
  • Five years of similar experience with a baccalaureate degree
  • Familiarity with AMAG Symmetry, Software House CCURE, or Bosch Video Management System desired
  • Demonstrated ability to communicate via written and oral means effectively
  • Demonstrated critical thinking capability
  • Demonstrated ability to work collaboratively
  • Demonstrated knowledge of video management, intrusion detection, and access control systems

Knowledge, Skills and Abilities:

  • Knowledge of AMAG Symmetry, Software House CCURE, or Bosch Video Management System desired
  • Knowledge of access control, intrusion detection, and video management systems
  • Knowledge of Microsoft applications and programs including MS Project.
  • Excellent writing and speaking skills are essential.
  • Ability to manage installation and maintenance schedules to complete work to acceptable standards within the time allotted
