MINIMUM POSITION KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

  • Bachelor’s degree and two (2) years computer technology experience.
  • Must be an Engineer Technician with at least five (5) years’ experience.
  • Preference will be given to individuals who have worked on US Government and Military domestic and international projects.
  • Experience in the use of documents relating to the development of projects, contracting, and construction is necessary.
  • Working knowledge of Design Review, Project Mobilization, Quality Compliance, QA, Safety, Project Controls.
  • Proficient in AutoCAD 2009 or later and use AutoCAD to create presentable and accurate facility and infrastructure plans for concept and statement of work requirements for project execution.
  • Excellent communications, effective leadership and interpersonal skills.
  • Computer literate; can use Microsoft Office and Project, etc.
  • Ability to read and write English is required.
  • Strong ability to work and lead as a member of a diverse, dynamic team.
  • Outstanding problem-solving skills and sound judgment.
  • Must be a USN to fill this position.
  • Possess a valid state issued driver’s license and passport.
  • Must be eligible for a Non-Sensitive (Tier 1) investigation and be able to receive a Geneva Convention CAC issued.
  • Ability to successfully pass contract medical requirements and maintain requirements for duration of deployment.
  • Prior overseas government contracting experience preferred.
Responsibilities

PURPOSE AND SCOPE:

Oversee and track project progress, implementing effective monitoring systems to ensure adherence to schedules and milestones. Prepare and present detailed reports and analyses on project advancements, highlighting achievements, obstacles, and potential solutions. This position is in support of the Air Force Contract Augmentation Program (AFCAP) and is located at Ascension Island Auxiliary Airfield (AAAF).

ESSENTIAL RESPONSIBILITIES:

  • Develop and maintain the Installation Development Plan (IDP), District Plans, and Component plans IAW AFI 32-1015 and the Integrated Installation Planning Playbook.
  • Lead updates and planning activities related to the IDP and District Plans and develop Component Plans (e.g., radiation plans, transportation, parking, Air Installation Compatible Use Zone (AICUZ)) related to IDP.
  • Resolve IDP disconnects with key agencies / players to ensure resolution and coordinate installation-planning activities with all affected agencies.
  • Conduct Site Planning IAW AFI 32-1015 and the Site Planning Playbook: Investigate and document site conditions; Perform constraints and opportunities analysis of siting action; Develop alternatives for siting action.
  • Coordinate proposed siting actions with requestor, Real Property (RP), environmental, safety, airfield management, and appropriate personnel to justify the siting and resolve disconnects with key agencies/players to ensure resolution.
  • Prepare siting consistent with the IDP and submit approval documentation for recommendation to Facilities Board Working Group (FBWG) and obtain Facilities Board (FB) siting approval.
  • Prepare and coordinate waiver packages to airfield criteria for permanent and temporary obstructions for SLD Commander approval.
  • Program all projects IAW latest HQ AFSPC Programming Guidance and DAFI32-1020 and support the facility board process by participating in meetings, preparing briefings, and inspections.
  • Develop and maintain project data files (including complete project requirements, justification, and environmental compliance criteria data) within NexGen IT or another database as designated by the COR.
