Overview **This Job Posting only applies to RMI Citizens and must be authorized to work in the RMI to be considered for this Job** Under the supervision of the Program Controls Manager, the Planner/Estimator provides all management, services, and personnel for the planning and estimating of work orders in support of operation, maintenance, repair, and preventive maintenance of all facilities. Must be proficient in construction cost estimating and scheduling for the civil trade, which includes interior and exterior vertical construction (i.e., renovations, minor additions to facilities, etc.), horizontal construction (i.e., pavements, concrete pads construction, etc.), mechanical trade (i.e., HVAC installations and modifications; interior and exterior plumbing work, etc.), and electrical trade (i.e., proficiency in low-voltage, interior work but familiarity and understanding of exterior work from panel to the facility). Full understanding of all shops and their abilities, manning, and equipment/tools. Shops include: HVAC, Heavy Equipment Operators, Structures, Electrical, and Utilities. Must understand the civil engineering work order process; be able to review all projects and have a final product with proper project cost estimate and scope identified within one calendar day of receipt of urgent work orders and three calendar days of receipt of routine work orders. Ability to consult with experience dealing with customers, clients, shop chiefs, supervisors, and personnel in other departments to discuss and formulate estimates and resolve arising issues. Analyzes survey reports, maps, drawings, blueprints, aerial photography, and other topographical or geologic data to plan projects. Other Duties as Assigned Qualifications Minimum Qualifications: Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required. High school diploma or equivalent. Must provide a copy of the diploma Bachelor's degree preferred. Experience: Minimum of five (5) years direct experience in planning/estimating Previous experience working on a DOD contract. LN Qualifications and Experience: Minimum of five (5) years of experience on planning/estimating. High school diploma or equivalent. Bachelor's degree preferred. Must be able to read, write and speak English fluently Preferred DOD contingency experience. Skills: Above average skills in Excel and proficient in Word, Access and Power Point software. Above average verbal and written communication skills. Ability to work in fast-paced environment and retain attention to detail. Ability to grasp estimating concepts and principles. Working Conditions: Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit. Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, humid, tropical environment with average temperatures of 130 degrees in the summer months). Includes some industrial production environment conditions as well. Physical Requirements: Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work. Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
