This position is eligible for a hybrid work model. When attending an event or meeting in person, your primary office location will be based out of City Hall located at 426 Brant Street, Burlington, ON. Work location is subject to change at the discretion of the City due to operational demands.
Position Overview
Reporting to the Supervisor, Planning Policy, this position develops policy, plans, strategies and initiatives in alignment with Provincial and Regional policies and plans. This position is responsible for undertaking planning work to provide an advanced level of planning knowledge and expertise assisting with formulating long-range plans, policies and strategic initiatives. In addition, this position is responsible for authoring reports and recommendations to Council on matters relating to the City’s land use policy, development applications, Official Plan amendments, rezoning and subdivision applications. This includes general Official Plan amendments and reviewing and making recommendations on policy initiatives of senior levels of government.
Responsibilities
- Completes research and analysis to develop planning policies, plans, strategies and guidelines to provide strategic land use and policy direction for the City in line with Regional and Provincial plans and policies.
- Undertakes, coordinates or reviews studies, research projects with a focus on data analysis relating to land use, environmental assessments, delegated approvals, secondary plans, feasibility and market studies, demographics and other statistical analysis related to land use policy issues, including agency circulation, public consultation and monitoring of status
- Provides planning information and updates to advisory committees, stakeholders, Council, senior management, internal departments, and the public on planning policies and related strategies.
- Oversees project completion, including preparing work plan, participate in procurement process, track budgets, oversee consultants, and provide project-specific data.
- Prepares staff reports and public presentations to Council and advisory committees.
- Provides assistance and advice to other planners on policy proposals and development applications, including proposals for Official Plan and Zoning amendments, plans of subdivision, condominium, minor variance, consents and site plan.
- Reviews and provides feedback on Regional, Provincial and other government agencies policies, plans, strategies and initiatives.
- Prepares study terms of reference and manage technical consultants related to matters such as land use, urban design, green infrastructure, land market and economics, transit/transportation, demographics, natural heritage, and servicing.
- Appears before the Ontario Land Tribunal and other tribunals to give expert evidence on the City’s behalf as it relates to planning matters.
- Duties and responsibilities are inclusive, but not limited to the above.
Requirements
Completion of a University Degree in Urban Planning, Geography, or a related field. Membership or Candidate Membership with the Ontario Professional Planners Institute (OPPI) is an asset. Over 4 years, up to 7 years of related professional planning work experience at the municipal level. At least one year of policy planning experience; and a strong working knowledge of computer applications, spreadsheets and databases
