JOB SUMMARY

This position functions under limited supervision and is responsible for the planning and technical operation of the BUILDER Sustainment Management System (SMS) for the Department of Military Affairs – Army (DMA-Army). This position will utilize the BUILDER SMS data base to assess facility infrastructure conditions and develop project planning lists for future facility infrastructure projects. In addition to facility condition assessments, this position will assist in the evaluation of facility infrastructure to provide an accurate assessment of facilities. This position will further assist in managing the execution of projects developed from data analysis gathered from the BUILDER SMS data base. This position will serve as a subject matter expert for BUILDER SMS requirements in the Facility Management Branch. This position will work closely with the Facility Management Branch Chief, Facility Management Branch Director, Camp Ripley Physical Plant Director, Regional Building Maintenance Supervisors (BMS’s), BUILDER SMS Program Manager, and ISR Manager to accurately analyze, assess, and provide data requirements for the BUILDER SMS Program.

MINIMUM QUALIFICATIONS

  • Knowledge in data base management and collection of data.
  • Knowledge of construction project management and interpretation of building plans and specifications.
  • Knowledge of facilities management and operations, project management principles, and practices sufficient to determine program direction, work planning and evaluating and measuring accomplishments.
  • Development of Project Scopes of Work and Estimating Project Costs.
  • Broad understanding of construction principles and practices with the Ability to communicate effectively in verbal and oral methods.
  • Efficient problem solving to diagnose problems quickly, adjust and recommend reasonable solutions.
  • Read and interpret architectural, mechanical, and electrical schematics.
  • Ability to develop project lists for programmed and preventive maintenance of facilities.
  • Must have a Minnesota driver’s license for travel to different facilities across the state.
  • Knowledge and understanding of work sequencing for project planning and execution.
  • Ability to provide technical, user support and training to staff and end users as related to functions of the BUILDER SMS data base system.
  • Ability to communicate effectively with other trades and end users to solve problems remotely.
  • Knowledge and ability to maintain variety of reports and other related documentation using both the automation system software and other Microsoft Office tools.
  • Ability to collect, verify data, analyze information, and synthesize it into relevant information to support decisions.
  • Ability to work with general supervision and provide recommendations for enhancement; as well as the application of recommendations as directed by the Facilities Management Branch Director.
  • Must be able to attain a “security clearance” within the first six months of being hired.
    Employee must have the ability to diagnose, troubleshoot and identify solutions to problems. Will have the authority under general supervision to address issues and implement solutions to meet goals and objectives that are consistent with other facility management maintenance and sustainment programs.
