MINIMUM QUALIFICATION REQUIREMENTS

Education and Experience:

  • A post-secondary degree in Planning and some professional planning experience or related post-secondary degree with experience related closely to the duties involved, or equivalent combination of education and experience.

Knowledge, Skills and Abilities:

  • The candidate must be able to work independently and participate successfully on work teams and with the public, and to complete assignments using sound professional techniques and judgement.
  • A proven ability to self-manage workload and meet time demands (e.g., prioritizes tasks, communicates expected delivery of items with staff, requests help when needed) is a requirement.
  • Knowledge of zoning and land-use regulations, land development economics and urban design principles is strongly preferred, as is familiarity with the rezoning processes, and the project approvals process.
  • Some knowledge of basic research techniques, statistics and, preferably, electronic data processing.
  • Ability to develop databases and collect, analyze and interpret statistical and narrative data.
  • Ability to present work results, conclusions and recommendations in graphic and written form.
  • Ability to express ideas effectively orally and in writing.
  • A good working knowledge of Microsoft Office and graphics programs (e.g., Adobe Creative Suite) is required, and familiarity with GIS and other mapping software and 3D software (e.g., Sketchup) is an asset.
  • Ability to establish and maintain cooperative working relationships with the public, other employees and officials
  • Ability to direct and supervise the work of subordinates when required.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.

Responsibilities

MAIN PURPOSE AND FUNCTION

The Planning Analyst will provide a range of professional and technical services to support rezoning work, project scoping and comprehensive policy development. The incumbent provides assistance and support on with a variety of planning work including collecting and analyzing information, developing information graphics, communicating complex ideas, and assisting with public consultation including regular meetings and open houses, and general outreach.

SPECIFIC DUTIES/RESPONSIBILITIES

  • Prepares and coordinates materials for Public Hearings.
  • Prepares and reviews draft land use by-laws.
  • Oversees land use by-law enactment.
  • Answers verbal and written rezoning and policy enquires.
  • Prepares reports for by-law text amendments, rezoning proposals and other policy reports.
  • Assists in the development and drafting of planning policy, reports (including Council) zoning and guidelines.
  • Organizes and facilitates workshops, public open houses, and meetings with community groups.
  • Carries out research, mapping, and data collection to support project scoping.
  • Develops graphic presentation and feedback materials for open houses and workshops, and provides summary reports on consultation initiatives.
  • Conducts basic urban design analysis such as built form massing, shadow studies and public space analysis.
  • Maintains and updates various project websites, organizing email and traditional correspondence, and facilitating social media outreach.
  • Identifies opportunities to improve, simplify and consolidate review processes, and support the work, implementation and change management to give effect to those opportunities.
  • Other duties/responsibilities as assigned.
