Position Summary: Plans and directs accounting activities within by performing the following duties, personally or through subordinate supervisors. Essential Duties and Responsibilities: •    Developments and implements goals, policies, priorities, and procedures relating to financial management, budget, accounting, and/or payroll. •    Supervises and participates in the preparation of various financial statements and reports. •    Directs the installation and maintenance of accounting records to show receipts and expenditures. •    Directs the maintenance of general and subsidiary ledgers, accounts receivable, revenue distribution, depreciation, cost, property, and operating expenses, and insurance records. •    Directs and participates in cost analyses and rate studies. •    Prepares statements and reports of estimated future costs and revenues. •    Directs internal audits involving review of accounting and administrative controls. •    Establishes system controls for new financial systems and develops procedures to improve existing systems. •    Coordinates preparation of external audit materials and external financial reporting. •    Reviews financial statements with management personnel. •    Directs the installation and maintenance of new accounting, timekeeping, payroll, inventory, property, and other related procedures and controls. Supervisory Responsibilities Manages 2-3 subordinate supervisors who supervise a total of four employees in the Finance/Accounting Department. Is responsible for the overall direction, coordination, and evaluation of this unit. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.   Education/ Skills/ Experience: Master's degree (M. A.) or equivalent and 8 to 12 years related experience and/or training; or equivalent combination of education and experience. Skill Requirements:  Language Skills                                 Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.  Ability to write routine reports and correspondence.  Ability to speak effectively before groups of customers or employees of organization. Mathematical Skills                                 Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.  Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Reasoning Ability                                 Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Computer Skills                                 To perform this job successfully, an individual should have knowledge of Accounting software; Database software; Human Resource systems; Internet software; Inventory software; Payroll systems; Spreadsheet software and Word Processing software.
