The Corporate Accountability and Planning (CAP) branch supports public accountability and transparency through four units, including Quality Assurance and Accountability (QAA). QAA leads strategic evaluation and performance measurement for the Ministry of ALSS, implementing the Ministry’s Performance Management Framework to support data-driven decision-making, planning, and continuous improvement. Through accountability frameworks, QAA ensures consistent performance monitoring and quality assurance across programs, providing assurance to stakeholders that services meet expectations and are effectively managed.

MINIMUM REQUIREMENTS:

  • University graduation in a related field (e.g., Social Sciences, Statistics, Mathematics, Business Administration, Public Administration) plus 4 years progressively responsible related experience.

DEMONSTRATED KNOWLEDGE REQUIRED IN THE FOLLOWING AREAS:

  • Social science research design and methodology, qualitative and quantitative data collection and analysis techniques, statistics and methods, and data visualization and reporting techniques.
  • Public sector accountability frameworks and leading practices in public sector performance measurement.
  • Computer software for data/statistical analyses (e.g., SAS, R), word processing, presentations, and work in a web-enabled environment.

WORK EXPERIENCE REQUIRED IN THE FOLLOWING AREAS:

  • Applied qualitative and quantitative socio-economic research and evaluation methodologies; indicator development; data collection methods, data analysis and interpretation; statistical software and its applications.
  • Performance measurement, evaluation and accountability framework development and implementation.
  • Mobilizing qualitative/quantitative data as well as performance measurement and evaluation data to drive evidence-based decision making and inform continuous improvement activities.
  • Research (primary and secondary), policy/program analysis, and issue resolution

Equivalency: Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.

ROLE RESPONSIBILITIES

Are you passionate about performance measurement, data-driven decision-making, and improving public services? If so, the Quality Assurance unit within the CAP branch has an exciting opportunity for you as a PMF Measures Analyst.
Reporting to the Manager, Quality Assurance, the PMF Measures Analyst leads the design, development, and implementation of performance measures and indicators aligned with the Ministry’s Performance Management Framework (PMF). This role is instrumental in monitoring organizational performance, supporting logic model development, and aligning performance measurement with both Ministry and Government of Alberta outcomes.

KEY RESPONSIBILITIES:

  • Oversee daily tasks and deliverables related to developing and implementing PMF measures and program-level accountability frameworks.
  • Provide technical expertise, leadership, project management, content creation, and communications.
  • Ensure that senior officials and stakeholders have access to integrated outcomes data for a clear understanding of Ministry performance.
  • Support the development and refreshing of business plan measures and submission of data to the business planning process.
  • Provide expertise, consultation, and support to facilitate work of QAA unit functions (e.g., quality assurance, strategic evaluation, continuous improvement).
