For more information on Hill, please visit our website at www.hillintl.com Position Summary : The Project Scope and Quality Control Specialist is responsible for ensuring the accuracy, completeness, and compliance of technical documentation, quality processes, and project submittals across all business processes throughout the project lifecycle. The role oversees scope, quality, and documentation control by reviewing plans, inspections, materials, and certifications to ensure alignment with contract requirements, approved designs, and regulatory standards. Through regular site surveillance, inspections, audits, and reporting, the position ensures effective implementation of approved ITPs, methods of statements, and quality plans. The specialist also supports proactive issue resolution by managing NCRs, SORs, and recurring findings while strengthening quality assurance and business process compliance within PMIS platforms. General Description of Role and Responsibilities: Objective: Assure technical content accuracy and documentation quality for each Business Process (BP). Beginning of the projects task: Ensure all the Submittals of project required especially: Project quality Plan (PQP) check and approved as project specification. Project Execution Plan (PEP) check and approved as project specification. Inspection test (ITP) check and approved as project specification. Review method of statement and approved as per project specification for all the activity as per project scope and contract Pre-qualification for the entire supplier needed in the project scope. Ensure all the government certificates, local content, SASO, ISO and other certificates required as per government procurement authority. Approved Shop drawing check and approved as per IFC Material data sheet and Sample of each materials check and approved as per project specification and client required. Daily/weekly tasks: Ensure attachments are uploaded correctly into their designated fields—especially: WIR (Work Inspection Requests) linked to scope/activities. MIR (Material Inspection Requests) with compliance certificates/supplier info. Conduct daily site surveillance inspection for all activity in site Perform daily hold point inspection of each activity in the site. Perform daily Witness point inspection of each activity in the site. Check daily the materials delivery in the site. Raised site observation report (SOR) if the site not following the approved ITP and method of statement. Raised Non Conformance reports (NCRs) if the works done not as per approved design and project specifications. Conducting Quality or technical compliance audits for Contractor, Sub Contractor or Vendors. Daily/Weekly/Monthly reports filed in the proper fields. Submit and review weekly SOR and NCR reports. Submit and review two weeks look ahead scheduled. Prepare and submit quality monthly reports such as (materials quality test report, field density report, Concrete test reports and other materials test report related to project scope) Cross-check attachments against BOQ/WBS and contract scope; confirm all mandatory fields are complete. Close recurring findings and prevent reoccurrence with short checklists per BP. Submit a weekly list of common data/attachment errors to PMIS for root-cause fixes. Required outputs: Daily brief: records reviewed/completed/with remarks. Weekly signed checklist per active BP in the cluster Qualifications, Experience, Knowledge and Skills: Minimum of 7+ years of work experience. Bachelors degree in engineering. Strong knowledge of project management processes, including, but not limited to, Cost Controls, CSI, WBS Schedule Management, and Business Process Management. Well-versed in Scope Quality & Change management. knowledge/experience on Primavera Unifier. Finance and Capital Projects back-ground.
