Fountain Inn, South Carolina Classification Specification   POLICE LIEUTENANT (42108) FLSA: Exempt  Purpose of Classification: The purpose of this classification is to, under limited supervision, perform administrative and supervisory law enforcement work commanding a division of the police department. Work involves supervising personnel and activities, ensuring uniformity of records, enforcing law and ordinances directed by the Chief of Police, investigating complaints, staying abreast of activities and projects of the police department, and performing general police patrolling duties as needed. Reports to the Major. Essential Functions:  The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Divisions as assigned include: Administration Division, Operational Support Division, Uniformed Patrol Division Manages, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; motivating officers toward goals; and trains staff in operations, policies, and procedures. Assists with preparation of short-term and long-range management plans for assigned units, which may include Communications, Investigations, Administration, Property and Evidence, Records, Training, Uniform Patrol or other areas: prepares, reviews, and coordinates special programs and project development; reviews and analyzes trends and data; prepares strategic action plans; prepares training schedules and activities; and recommends changes to policies, procedures and protocols. Provides guidance on prevention, intervention, and enforcement strategies and acts as the primary means of quality control at the division level in the organization. As needed, represents the department to the media and community entities. Participates in and facilitates the timely and effective operation of the Department’s disciplinary system. Develops supervisory skills of subordinate supervisors. Organizes, prioritizes, and assigns work: prioritizes and schedules work activities to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.   Ensure timely response to citizen inquiries and oversee all necessary reporting and recordkeeping. Manage and direct the activities of fiscal support and training personnel.    Supervises and participates in the enforcement of all applicable traffic and criminal codes, ordinances, laws and regulations in order to protect life and property, prevent crime, and promote security. Assists in developing and administering annual budget for assignment areas: monitors expenditures to ensure compliance with approved budget; and prepares bid requests, purchase orders, grant applications, and other financial documentation. Manages critical incidents: updates the Police Chief on the status of major cases and critical incidents/situations; performs command functions at major accidents, emergencies, and disasters until relieved by superior officer; assesses and contains the scene; assigns personnel; delegates responsibilities; coordinates with other units or agencies; and provides information to the news media.  Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals: performs driving functions safely and efficiently under various conditions, including day/night hours, in congested traffic, in adverse weather conditions, and emergency situations involving speeds in excess of posted limits; and inspects and maintains assigned police vehicle, uniform, weapons, and equipment.       Conducts meetings and attends command staff meetings, training sessions, and seminars as required to remain knowledgeable of departmental operations, to promote improved job performance, and to stay current with changing policies, procedures, codes, and criminal/civil case law: reads professional literature; and maintains professional certifications and affiliations. Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation; compiles data for further processing or use in preparation of department reports; and maintains computerized and/or hardcopy records. Communicates with supervisors, other City employees, vendors, the public, outside agencies, and other individuals as needed to coordinate work activities, review work status, exchange information, or resolve problems. Division Assigned – Uniformed Patrol  Manage and direct Patrol Sergeants and officers charged with servicing the initial call for law enforcement services, to include emergency responses. Work closely with neighborhood associations and business leaders to address concerns in their areas. Investigate complaints from the public. Respond to major crime scenes to coordinate investigation efforts. Respond to calls for service in place of unavailable officers. Provide information to the public by attending neighborhood meetings and answering telephone requests for general information. Develop collaborative policing strategies for the city tailored to reducing crime and disorder, enhancing safety, and improving life quality. Make recommendations for specialized personnel training. Troubleshoot needed equipment repairs.  Supervises/manages the department’s SRT Unit by coordinating with the SRT Commander to be informed about training, special event planning (safety protocol), upcoming planned callouts, and real-time callouts. Advise the Chief of Police of any occurrences and upcoming matters that need attention. Division Assigned – Operational Support  Supervises emergency communications operations:  coordinates and supervises training for emergency communications personnel; monitors quality control functions for communications databases and systems; coordinates re-certification training and requirements; and prepares, generates, and monitors data and information regarding call volume and statistics. Supervises Animal Control functions and assigned personnel, serves as backup for duties as needed. Manages department fleet. Supervises assigned personnel in the police records department. Ensures compliance and cyclical requirements including but not limited to required monthly reporting to required law enforcement partner agencies. Supervises criminal investigations: oversees case assignments and caseloads; assists with high-profile investigations; provides guidance, direction, and technical expertise; coordinates and participates in investigations, interviews, follow-up investigations, and executing search warrants; and collects and maintains statistical data regarding criminal investigations.  Division Assigned – Administration  Supervises administrative operations: assists in preparing and monitoring the departmental budget; processes and maintains a variety of financial documentation, such as payroll, purchasing, accounts payable, accounts receivable, deposits, etc.; researches, applies for, and administers grants; maintains and oversees camera equipment and databases; maintains inventory of department supplies; coordinates building maintenance needs Supervises training operations for the department: coordinates and schedules training for department staff; maintains certification documentation; develops, coordinates, and implements training programs and material within the guidelines of local and state codes, regulations, and ordinances; conducts written and practical evaluation of department personnel; ensures staff has attended mandated training and required in-service hours to maintain certification; and maintains inventory of training equipment and supplies. Serves as Evidence Custodian for the department: receives various types of evidence and property such as sums of money, documents, drugs, and weapons confiscated by local law enforcement officials; maintains the chain of custody for evidence; signs for, transfers, and releases evidence and property using prescribed security measures; ensures secure transport of evidence to and from crime and toxicology labs for testing or court as needed; maintains documentation related to evidence/property received and released; and testifies in court as to chain of custody and procedures followed. Coordinate and manage all department recruitment functions, ensuring that Equal Employment Opportunity (EEO) and Recruitment Plan objectives are met. Coordinate any functions of a part-time recruitment team to meet the department's objectives. Provide recruitment and retention statistical data on an annual basis to enable annual reporting on EEO and recruitment activities. Manage the department interview board process and supervise the interview and background process for applicants. Schedule physical agility, written and drug testing, ensuring references and backgrounds are processed correctly. Process applicants through all medical testing in conjunction with Human Resources personnel. Process applications in preparation for review from the chain of command. Schedule police applicants with the South Carolina Criminal Justice Academy (SCCJA) for basic training. Supervises and coordinates the city’s Special Events to ensure adequate personnel are available during the events to provide attendees with security while in attendance.   Additional Functions:   Performs other related duties as required. Components of divisional responsibilities may change based on business needs and at the discretion of the Police Chief.       Minimum Qualifications: Associate degree in Criminal Justice or a related field preferred; supplemented by two years of experience as a Police Sergeant; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.  Specific License or Certification Required: Must possess and maintain a valid South Carolina driver’s license. Must possess and maintain a Class I certification from the South Carolina Criminal Justice Academy (SCCJA). May be required to obtain and maintain additional certifications as deemed necessary. Specific Knowledge, Skills, or Abilities: Has a thorough knowledge of the methods, policies, and procedures of the Police Department as they pertain to the performance of duties of the Lieutenant. Has considerable knowledge of the methods, organization, planning, management, and supervision of a city law enforcement agency as reflected in the needs and requirements of the city. Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.
