Description

The incumbent serves as a Policy Analyst within the Office of Government Relations (OGR) and is responsible for researching policy, coordinating with Executive and Senior managers for input on policy formulation, drafting legislation, and supporting the implementation of agency policies. The Office of Government Relations is located within DC Health’s Office of the Director and serves as the liaison to the Deputy Mayors Offices, Executive Office of the Mayor, other District Government agencies, and Council of the District of Columbia on legislative and policy issues. The incumbent will collaborate and support with these efforts across the entire Agency to advance public health policy priorities.

QUALIFICATIONS AND EDUCATION

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
Preferred skill, experience & education: Bachelor’s or Master’s degree from a four-year college or University in Public Health, Public Administration, Public Policy, or a related field. Experience working with either State or Federal legislators.

Responsibilities

The incumbent assists the Office of Government Relations (OGR) Director with the interpretation of legislation, regulations, Executive Orders, and other policies related to the Department of Health. The incumbent supports with policy implementation efforts and recommends and drafts new legislation and amendments to existing legislation for review and approval. Maintains and tracks a list of pending hearings and relevant legislation as they proceed through the legislative process. Provides research and analysis on public health and other policy issues related to the Department’s priorities. Drafts and prepares formal comments, testimonies, directives and correspondences; and memoranda with respect to proposed legislation, policies, operational procedures and reporting requirements. Provides a broad range of legislative support including attending Council meetings and hearings and reports findings to the OGR Director and Chief of Staff.
