MINIMUM QUALIFICATIONS

  • Knowledge and experience of portfolio management methodologies.
  • Experience in developing, executing, and managing cloud hosted SaaS implementation projects.
  • Experience with third party vendors and/or COT’s products.
  • Experience leading the business and IT resources through the discovery and documentation of business and technical requirements in request for proposal and statement of requirement formats.
  • Strong analytical, organizational, and decision-making skills, in addition to strong interpersonal skills for collaborating and team building.
  • Exceptional verbal and written communication skills, with the ability to communicate complex issues to multiple audiences.
  • Understanding of software development life cycle models.
  • Knowledge of both Agile and Waterfall project management principles and practices, with the ability to blend them together in the right proportions to fit a particular project and business environment.
  • Ability to lead others to implement new approaches, systems, structures, and methods.
  • Ability to define and balance the competing demands for quality, scope, schedule, and cost.
  • Ability to analyze data, identify trends, and make data-driven decisions.
  • Ability to lead and motivate project teams, provide guidance, and resolve conflicts.
  • Ability to build & provide meaningful project health information and insights to business & IT Leadership.

Responsibilities

The Department of Behavioral Health and Developmental Services (DBHDS) is seeking an experienced professional to serve as a Portfolio Lead. This position will provide portfolio and project management oversight and management to technology, and business projects in the EPMO. This position may also provide leadership in performing systems analysis and architecting software technology and solutions for the agency. In addition, this position will lead, coach and mentor teams of assigned Project Managers and BA/BSA’s.

Additional responsibilities include:

  • Establishing strategic portfolio plans, collaborating with business and other key stakeholders, communicating with portfolio and project stakeholders.
  • Coordinating the planning and initiation of portfolios at various levels of completion.
  • Monitoring progress, budgets and schedules of projects in the portfolio.
  • Identifying and implementing improvements to project and portfolio management processes to enhance efficiency and effectiveness.
  • Overseeing the financial aspects of the portfolio, including budgeting, cost tracking, and return on investment.
  • Creating rules and procedures for making portfolio decisions.
  • Coordinating with vendors and consultants, DBHDS and business staff as assigned, in the execution of Business & IT projects and related procurements.
  • Coordinating and overseeing the development of proposals and statement of work.
  • Facilitating multi-disciplinary teams in the development of plans, goals, objectives, policies, and procedures for completion of a projects in the portfolio.
  • Overseeing and managing execution and/or coordination of day-to-day project activities as required.
  • Managing working relationships with key stakeholders, including executive management, business management, vendors, project sponsors, suppliers, and technology management.
  • Tracking and communicating a portfolio progress from a schedule, cost, and risk perspective to the project team, customers, and project stakeholders.
  • Collaborating with external (vendor/Suppliers) and internal technology leads and solution architects to incorporate agency best practices into project plans.
  • Driving consistent project delivery through the entire project lifecycle, including execution of procurements, definition of project plans, resource allocation, management of project risks, scope, and schedule, delivery of value, and well-ordered transitions to operations.
  • Adhering to DBHDS and VITA project management practices and governance requirements.
