POSITION OVERVIEW:

LinTech Global is seeking an experienced Portfolio Management Governance Lead - Subject Matter Expert - Level II to lead the advancement of program-wide Agile practices and portfolio governance management capabilities for the IRS-CI TechOps program.
This role supports the Portfolio Management, Acquisitions, and Contracts (PMAC) division responsible for the oversight of governance of IT projects and contracts. PMAC also manages CI’s demand for new IT requests. Big data concerns are addressed at the portfolio level as it requires vision, investment, and governance within and across the value streams within the portfolio.
This role is remote.

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree in Business, IT, or related field.
  • 8+ years of experience supporting federal portfolio or program management with strong focus on Agile transformation.
  • Proven experience implementing SAFe or similar scaled Agile frameworks within a federal or large enterprise program.
  • Experience in governance financial and stakeholder management within CCB, CIGB, SARB, ESC governance processes.
  • Ability to work closely with Executive-level clients and governance leads through positive influence.
  • Experience with VMO functions, performance governance, and Agile maturity assessments.
  • Experience running Agile ceremonies and coaching Agile teams.
  • Certified Scrum master (CRM) Certificate required.
  • Clearance: Must be able to obtain/maintain IRS MBI (Moderate Risk Background Investigation) - Public Trust

PREFERRED QUALIFICATIONS:

  • SAFe Program Consultant (SPC), SAFe Agilist, or SAFe PO/PM certification
  • Experience supporting IRS, Treasury, or a federal law enforcement agency
  • Experience using ServiceNow, Jira Align, Rally, or other Agile delivery toolsets
  • Knowledge of OMB A-11 Exhibit 300/53, CPIC reporting, or TechStat governance.

Responsibilities
  • Serve as the lead Agile/Lean advisor to IRS TechOps, championing Scaled Agile Framework (SAFe) practices across governance structures, budgeting, team-of-teams structures, and business agility.
  • Collaborate with Governance and Executive stakeholders to refine and execute a PPPM (Portfolio-Program-Project Management) and PMAC strategy tailored to CI TechOps for modernizing lean governance.
  • Navigate financial management within the governance framework, prioritize funding value streams over traditional projects, and empower decentralized decision-making while maintaining financial oversight.
  • Automate and manage all governance tools wherever feasible for continuous compliance throughout product delivery.
  • Establish and mature Agile performance metrics, dashboards, and OKRs for program level tracking.
  • Ensure all tools are maximized for availability, usability, integrity, and security of the data in enterprise systems based on internal data standards and policies controlling data usage.
  • Partner with CI VMO to align planning cadences, budgetary processes, and governance activities with iterative Agile planning.
