KMC is a leading construction firm specializing in federal government contracting, with a primary focus on projects for the National Cemetery Administration (NCA). We are seeking a highly experienced and detail-oriented Pre-Construction Estimator to join our team and help shape the success of upcoming excavation and building renovation projects. This is a critical role in ensuring our bids are competitive, complete, and fully aligned with client expectations and government requirements.

QUALIFICATIONS

  • 5–7 years of experience in construction estimating, specifically in excavation and building renovations.
  • Proven track record with government contracting projects – preferably with the National Cemetery Administration or VA.
  • Strong understanding of Federal Acquisition Regulations (FAR) and public sector bidding processes.
  • Proficiency in estimating and project management software (e.g., Bluebeam, Procore, RSMeans, or similar).
  • Ability to read and interpret blueprints, drawings, and technical documents.
  • Excellent analytical, organizational, and communication skills.
  • Bachelor’s degree in Construction Management, Engineering, or related field preferred (or equivalent experience).
  • Must be able to pass a background screen and drug test (required)

PREFERRED SKILLS

  • Experience with VA/NCA protocols, site logistics for cemetery environments, and heritage-sensitive projects.
  • Familiarity with Section 01 Division requirements for federal specs.
  • Current certifications in OSHA, CPM Scheduling, or cost estimating (a plus).

    The pay range for this role is:
    70,000 - 85,000 USD per year(KMC Solutions, LLC)
    Pay: $70,000.00 - $85,000.00 per yea
Responsibilities
  • Analyze and interpret project plans, specifications, and requirements for NCA and other federal clients.
  • Prepare detailed cost estimates for excavation, grading, site utilities, and structural/building renovations.
  • Conduct thorough quantity take-offs and cost analysis using estimating software.
  • Identify and mitigate risks, propose value engineering options, and track historical cost data.
  • Solicit and evaluate subcontractor/vendor quotes and ensure compliance with government specifications.
  • Collaborate with project managers, engineers, and compliance staff to align cost estimates with execution plans.
  • Assist in the preparation and review of RFPs, RFIs, and government bid packages.
  • Process contractor submittals, including receiving, distribution to appropriate reviewer, compiling responses and distributing to the contractor, maintaining logs of incoming and outgoing submittals in Procore, and addressing submittal issues promptly.
  • Analyze Architectural, Structural, Mechanical, Plumbing and Fire Protection design drawings, specifications, submittals, samples, and cut sheets.
  • Coordinates meetings with architect/engineer and the contractor to discuss submittals and any submittal analysis/findings, providing meeting minutes to the owner.
  • Maintain up-to-date knowledge of industry pricing, labor rates, and government contracting guidelines.
