Description General Position Summary: The Preconstruction and Sourcing Manager is responsible for supporting all pre-construction and early-phase construction activities, with an emphasis on sourcing strategies, bidding, cost management, permitting, and file/document management. This role ensures that projects effectively and efficiently move from planning to execution by timely sourcing, maintaining organized workflows, securing required approvals, and coordinating internal and external partners with an emphasis on accuracy, quality, and creating strong relationships. Core Responsibilities: 1. Sourcing and Cost Strategy: Assess spend and develop sourcing strategies that meet objectives for quality, delivery, and cost for a variety of contracted services and materials. Build strong vendor and contractor relationships and provide pricing insights that support budget development and cost-control strategies. 2. Bidding and Procurement: Execute the sourcing plan by defining bid objectives, structuring and issuing competitive bid packages, evaluating contractor proposals, and negotiating and documenting selections to secure materials and services through competitive methods while maintaining accurate records to meet grant and financial controls requirements. 3. Project Coordination: Support project workflows by organizing pre-construction tasks, tracking milestones, and maintaining accurate project schedules in coordination with internal and external stakeholders. 4. Permitting and Regulatory Compliance: Prepare, submit, and track all permit applications while ensuring compliance with municipal requirements, building codes, and regulatory standards. 5. Documentation Management: Provide, organize, and maintain all project documents—including drawings, specifications, reports, and records—ensuring proper version control and standardized formatting. Requirements Requirements: · Experience in construction project sourcing, bidding, and/or construction coordination preferred. · Working knowledge of permitting, construction documentation, and bidding processes. · Strong organizational and time-management skills with the ability to manage multiple tasks simultaneously. · Excellent written and verbal communication abilities. · Proficiency in computers, software tools, and digital file organization systems. Knowledge of using Procore a plus. · Ability to read drawings and understand basic construction terminology. · Valid Driver’s License (travel within service area required). · Treat others in a nondiscriminatory, lawful and ethical manner, respecting the differences among people, and the value they bring to GDMHFH. · Follow safe practices in all work activities to avoid injuries and accidents.
