PRECONSTRUCTION MANAGER

Location: Columbia, SC (Relocation package available)
Industry: Federal / Government Construction
Salary: $110,000 - $140,000 per annum base + bonus/benefits package
A well-established, design-build general contractor with over 30 years of success in the federal, municipal, and commercial construction sectors is seeking a Preconstruction Manager / Senior Estimator to join their growing team in Columbia, South Carolina. REQUIRED EXPERIENCE

  • 4–10 years of estimating experience in federal or government construction.
  • Proven leadership experience—able to mentor and grow a team
  • Strong understanding of design-build project delivery methods
  • Bachelor’s or Associate’s degree in Construction Management, Engineering, Estimating, or related field preferred
  • Proficiency with estimating tools such as Excel, RS Means, e4Clicks, or similar platforms
  • Strong communication and organizational skills

KEY RESPONSIBILITIES

  • Manage all preconstruction activities from initial lead intake through project award
  • Lead estimating efforts for competitive bids and negotiated projects
  • Coordinate closely with business development, operations, and executive leadership
  • Develop workflows, tools, and systems to streamline and standardize precon processes
  • Build and mentor a high-performing preconstruction team
  • Participate in proposal preparation and presentation strategies
  • Ensure accuracy in cost estimating, budgeting, and risk evaluation
  • Maintain a pulse on market conditions, subcontractor pricing, and industry trends
