Job Summary JRM is seeking a detail-oriented, knowledgeable, and proactive Prevailing Wage Compliance Specialist to ensure full compliance with prevailing wage laws, including the Davis-Bacon Act, New York State Labor Law, and local NYC requirements (e.g., NYC Comptroller’s Office rules). The ideal candidate will be responsible for monitoring, auditing, and enforcing labor compliance on public works or government-funded construction projects across NYC. Responsibilities and Duties Ensure JRM and its subcontractors adhere to prevailing wage requirements for all applicable projects under federal, state, and local regulations. Review and analyze certified payroll reports (CPRs) for accuracy, completeness, and compliance with applicable wage determinations, fringe benefit requirements, worker classifications and other requirements. Conduct internal audits to ensure compliance and identify potential issues before they become violations. Conduct field interviews and on-site inspections to verify compliance, investigate complaints, and assist in enforcement actions when discrepancies are found. Provide guidance and training to JRM’s field operations and subcontractors on prevailing wage obligations, including posting requirements and classifications of labor. Maintain accurate and organized records of all compliance activities. Prepare reports, audits, and findings for internal use or submission to regulatory agencies. Act as a point of contact for government agencies (e.g., U.S. DOL, NY DOL, NYC Comptroller’s Office) and internal teams regarding prevailing wage requirements and compliance issues. Assist in developing and refining internal policies and procedures related to labor compliance and prevailing wage monitoring. Continuously monitor and stay informed about changes to prevailing wage laws and regulations at all levels of government. Qualifications and Skills Bachelor’s degree in public administration, Construction Management, Labor Studies, Business, Law, or a related field preferred. Equivalent experience will be considered. Minimum 2–5 years of experience in prevailing wage compliance, labor auditing, payroll review, or construction labor law enforcement. Experience with NYS and/or NYC public agencies (SUNY, CUNY, etc.) is a plus. Strong knowledge of Davis-Bacon and Related Acts (DBRA), NYS Labor Law Article 8 (construction), NYC-specific prevailing wage and living wage rules, and wage schedules and classifications Ability to interpret wage determinations and collective bargaining agreements Meticulous attention to details for accurate record-keeping and reporting. Excellent communication, analytical, and problem-solving skills Ability to manage sensitive information and interact with stakeholders across all levels Computer Systems Proficiency in Microsoft Excel and wage compliance software (e.g., LCPtracker, B2Gnow, Elation Systems, or similar) Experience with UKG payroll system preferred, but equivalent experience with other systems will be considered.
