Description This position is contingent upon successful contract submission and award. Prevailance is seeking a senior-level Principal Analyst to support CNAP N83 infrastructure requirements with a focus on West Coast naval aviation facilities, basing, and construction planning. This role provides analytical and advisory support across MILCON, FSRM, strategic laydown, and PPBE activities to ensure aviation infrastructure requirements are accurately defined, prioritized, and resourced in alignment with the Master Aviation Plan (MAP). The ideal candidate brings deep experience in naval aviation infrastructure, regional mission integration, and enterprise-level planning, with the ability to brief and advise senior and flag-level leadership. Travel may be required. Responsibilities include, but not limited to: Collect, analyze, and prioritize CNAF MILCON and FSRM requirements to support the PPBE process, aircraft and carrier introductions, and sustainment of existing aviation and carrier facilities Brief government-approved MILCON and FSRM priorities to the Region Mission Integration Group (RMIG) and Shore Mission Integration Group (SMIG) and enter approved priorities into the iNFADS IPL module Assess the condition of West Coast naval aviation facilities, basing posture, and construction requirements; provide recommendations to CNAP N8 on the most effective programming and resourcing strategies Liaise with OPNAV N98 as required and maintain coordination with the CNAF N83 Infrastructure Requirements Lead on programmatic, budgetary, and PPBE status Provide analytical input and recommendations to CNAP N8 in support of West Coast RMIG and SMIG development and review processes Participate in the Navy Region Southwest RMIG process by attending meetings and providing assessments and recommendations to the CNAP representative Attend OPNAV Strategic Laydown and Dispersal (SLD) cycle events and provide analysis and recommendations to CNAP N8 staff on aviation infrastructure areas of concern in accordance with OPNAVINST 3111.17 (series) Requirements Qualifications: U.S. Citizenship required Demonstrated experience with MILCON, FSRM, and special project requirements determination and prioritization Knowledge of NEPA requirements as they relate to naval aviation basing and facilities Experience supporting naval aviation aircraft and aircraft carrier introduction and transition efforts, the CNAF MAP, CNIC Air Operations Program funding, DoN facilities evaluation criteria, and the PPBE process Minimum of 10 years of experience supporting studies, analyses, surveys, and reporting for organizational or enterprise-level initiatives Experience in systems design analysis, functional requirements analysis, and implementation or transition planning for government or commercial systems Proven experience preparing and delivering flag-level briefings on infrastructure, facilities, and equipment requirements Required Traits: Strong understanding of strategic basing initiatives for aircraft and aircraft carriers and Navy force laydown justification Advanced analytical skills with the ability to solve complex, cross-functional problems Ability to lead analytically, define enterprise-level processes, and support major infrastructure programs Strong customer focus with clear, effective communication skills Education: Bachelor’s degree in business, finance, engineering, science, mathematics, or a related field Advanced degree in a related discipline preferred Clearance: Ability to obtain and maintain a DoD Secret clearance If you meet these qualifications and are ready to make an impact, we encourage you to apply today!
