The Intelligence Team in the People Directorate are seeking a Principal Education & SEND Intelligence Analyst to join the team at level A. This is the entry point of the role, so you will need to be able to demonstrate the relevant knowledge, experience and skills to get you started, but you will be supported to develop in your role through induction, probation and a supportive Performance Appraisal and Career Conversation. All elements of level A listed within the person specification are essential. Through your induction you will be introduced to the Career Progression Framework (CPF), which will help you to identify your areas of strength and any development needs.
We are recruiting a Principal Education & SEND Intelligence Analyst who will contribute to Medway Council’s vision to enable Medway residents to get the best start, develop well, and go on to live healthy, fulfilling, independent lives by providing high-quality data, intelligence and information.
The successful candidate will lead and manage multiple complex analytical projects, ensuring timely delivery and high-quality outputs. Create and maintain performance dashboards, apply advanced analytical and statistical techniques, and project future demand to optimise service delivery. Synthesise evidence from various sources and deliver clear and actionable insights through effective communication to both technical and non-technical audiences. Build strong relationships with stakeholders, foster a collaborative culture, and promote a robust data culture within the Directorate. Additionally, keep up to date with current methodologies and innovations in data analysis, as well as manage the performance and development of team members.

Experience in intelligence analysis or a related area, demonstrating a solid understanding of the field.
Extensive experience in independently managing and executing technically complex projects, resulting in insightful and robust analysis and reports.
Experience using specialist software and tools, such as Excel, SQL, R, and Power BI.
Experience mentoring, supervising, and training junior analysts, fostering their professional development and contributing to a high-performing team environment.
Good knowledge of data security, data protection, GDPR legislation and best practice.
Able to summarise and communicate accurate information to diverse technical and non-technical audiences.
The successful post holder will be subject to a Standard DBS check.

Career Progression Frameworks (CPF) have been introduced for all roles at Medway Council. These frameworks provide a mechanism for employees to take ownership of their development within their post and be rewarded accordingly. This means that the salary you will be offered will be at level A unless, based on an assessment against the CPF criteria, you demonstrate that you are meeting the criteria of level B or C. There will be further opportunity once in post to progress from level A to B, and B to C.
