Job Title: Principal Engineer – Project Engineering
Pay Band: Band 4
Salary: Up to £80,000
Location: Stratford/Southwark or site with hybrid working*

Contract Type: TfL Engineering, Permanent

  • Hybrid working within this role enables a balance of 50% of time split between the office/TfL site and home over a 4-week period. Hybrid working arrangements can evolve subject to business requirements.

KEY ACCOUNTABILITIES

  • Ensures the safety, functionality or compliance of high risk newly implemented or altered assets, engineering processes, procedures, or systems.
  • Leads the development and implementation of high complexity engineering solutions with a multi-discipline perspective, through the provision of subject matter expertise or management / coordination multi-disciplinary engineering teams.
  • Provides internal and external senior stakeholders with appropriate challenge and professional advice to ensure the development or delivery of high quality, tested engineering solutions.
  • Represents TfL Engineering as an engineering lead for coordinating multiple disciplines when engaging with suppliers, customers, industry bodies and external agencies, identifying and influencing best practice to enable continuous improvement across TfL.
  • Specify technical competence requirements across all disciplines in their project to enable the assignment of the right people and capabilities, acting as a role model/coach to assist in the development of future engineering experts.
  • Makes authoritative technical recommendations which have a high impact on organisational performance in both the short and longer term.
  • Highest level of Project Technical Authority (where assigned), developing and maintaining technical or functional strategies, considering cost, risk and quality requirements as specified by the business.
  • Evaluates, selects, and applies appropriate solutions to high risk/value/complexity engineering problems that improve efficiency or effectiveness, while improving safety and reducing operating costs.
  • Leads a culture of continuous improvement using best practice, innovation, whole life cost optimisation and effective root cause analysis.
  • Builds and leads a team of Engineers to successfully deliver TfL’s priorities.

SKILLS

  • Internal applicants would ideally hold accreditation to the Project Engineering Competency Scheme R0046 at Principal Project Engineer level. For those that don’t, a Senior Project Engineer level of R0046 Accreditation is highly desirable. All applicants will be expected to achieve an accreditation at Principal Project
  • Engineer level within probationary period (if they don’t already have it).
  • Ability to communicate, motivate & influence effectively, both orally and in writing, with people at levels up to Director across the organisation and outside, including negotiating and successfully facilitating joint decision-making.
  • Ability to analyse complex data (quantitative and qualitative), draw conclusions and produce solutions and decisions.
  • Ability to manage customer expectations and deliver service to meet these expectations, managing conflicting priorities to achieve tight deadlines.
  • Proven ability to coordinate engineering activities to deliver assured engineering solutions.
  • Proven ability to manage design, design compliance and delivery assurance.

KNOWLEDGE

  • Highly desirable to be an Incorporated, Chartered or Fellow member of at least one relevant professional body that is a member of the Engineering Council, or international equivalent.
  • Broad knowledge of systems engineering, operational and commercial systems backed up by an aptitude for holistic / integrative thinking.
  • Significant experience of the challenges of introducing new assets or changes in practice into the transport system and the necessary trade-off between cost, time, and scope.
  • Deep understanding of the interfaces between disciplines / functional specialisms and the wider transport system.
  • Deep understanding of the principles of risk management and value engineering
  • Extensive knowledge of applicable health & safety legislation, industry best practice, standards and guidance.
  • Significant experience in engineering contracts management, e.g. the New Engineering Contract (NEC).
  • Knowledge of the TfL Vision, Mayoral Transport Strategy, Business priorities and financial constraints.

EXPERIENCE

  • Internal applicants: practicing at Senior Project Engineer level or acting Principal Project Engineer with demonstrably significant (approx. target 3+ years) experience at that level. Note: for external applications, relevant equivalent experience would include technical management of multi-disciplinary projects.
  • Extensive experience of providing engineering services to programmes/ projects for a large, high risk/ complexity, safety focused and regulated organisation(s), where there are multiple complex interfaces.
  • Extensive experience in positivity influencing whole life outcomes and total expenditure, as well as value engineering to provide efficiencies and optimised solutions within a project or programme.
  • Experience in the effective control of resource budgets to deliver engineering services to the required cost, time, and quality.
  • Extensive experience of managing and integrating technical aspects of multiple disciplines.
  • Extensive experience of leading multi-disciplinary engineering teams or applying subject matter expertise to resolve technical challenges.
  • Extensive experience of building relationships and influencing a range of stakeholders within and outside of the organisation.
Responsibilities

Working in Engineering’s matrix resource model, Principal Project Engineers are deployed on the most complex projects and programmes in TfL’s investment programme. They assignment/task manage (e.g. are responsible for managing day to day work) a team of Project Engineers at various levels to deliver for London, as well as providing technical leadership.
