SAIC is seeking a Principal Finance Analyst to provide support to the Office of the Under Secretary of Research and Engineering (OUSD(R&E)) with all phases of the DoD Planning, Programming, Budgeting and Execution (PPBE) process, meeting all OSD mandated timelines for submission of PPBE related documents. This position is 100%25 onsite at the Mark Center in Alexandria, VA. Job Responsibilities: Direct and manage the day-to-day activities of the Budget Execution and Integration (BE&I) team. Delegate tasks and responsibilities to team members, ensuring optimal resource allocation and utilization. Provide technical guidance and support to the team, including troubleshooting and problem-solving. Monitor project progress, track milestones, and provide regular updates to stakeholders. Ensure adherence to project schedules, budget, and quality standards. Foster a collaborative and productive work environment, promoting teamwork and communication. Identify and address any potential issues or challenges that may impact project delivery. Ability to train the team in the following areas: Assist OUSD(R&E) in developing the Program Objectives Memorandum and Budget Estimate Submission for R&E, manage internal R&E budget reviews and change/budget proposals; manage and review budget submission entries in Excel and the applicable databases; and develop and review detailed budget justification material (R-Forms, P-Forms, etc.). Prepare analysis and evaluation of the effectiveness of programs and operations, and analyze financial and budgetary trends. Prepare documents and briefings for review and use by DoD senior leadership. Review statement of work and required funding documentation for approved R&E projects. Monitor and support DoD program execution, including submission of required documentation for release of funding; follow up on distribution of funding, monitoring of obligation and disbursement rates for funded projects, and documentation of annual expenditures. Assist in preparation of required documentation to support the DoD PPBE process, to include but not limited to Research and Development Descriptive Summary (R1-R4), Program and Budget Issue Papers, and Support documentation for Program Decision Memorandum. Prepare and participate in Mid-Year reviews and other PPBE meetings as required. Assist R&E in identifying baseline financial processes and design target financial and business processes and procedures. Process financial and budgetary actions in the Defense Agencies Initiative (DAI) system and other associated databases. Assist in preparing audit readiness preparing associated documentation. Execute and follow-up on all budgetary data calls. Required Qualifications: Secret clearance US citizenship Bachelors in accounting, business management, or finance and at least 15 years of experience supporting Senior Financial Management/Budget Execution or Masters and at least 13 years of experience. Proficient in Microsoft (MS) Office Minimum of 10 years leadership experience. Extensive knowledge and experience with regards to the OSD-level Planning, Programming, Budgeting, and Execution (PPBE) process. Experience with acquisition and PPBE process at the DoD and/or Service component Headquarters level. Desired Qualifications: Knowledge of funding execution processes, DoD organization and structure – particularly R&D structure of OSD, Services, and Combatant Commands.
