Working Location: Kai Tak, Kowloon Employment Duration: Permanent Responsibilities Provision of Physical & Personnel Security Management. This position provides Group wide support on physical security and basic crisis management (CM) matters. The role assists different regions and CLPH departments by offering guidance, collecting information, and helping apply established security requirements. It supports the development and maintenance of Group security policies, procedures, and documentation to ensure effective protection standards aligned with industry practices and local regulations. The role also helps coordinate communication with regulators and government agencies when required and may participate in external meetings or forums on behalf of the team. Travel Security. This role supports Group travel security by helping ensure appropriate arrangements are in place to protect staff during business travel. It provides assistance to CLP travelers, helps monitor travel related risks across the company’s operating areas, and contributes to maintaining the Group’s travel security policy and response procedures. The role also supports travel related subject matter expertise by coordinating with service providers and assisting with special contingency responses act as the Group lead on special contingency response to Kidnap, Ransom, and Extortion (KRE). Physical Security Standards and Guidelines. This role supports the development and upkeep of physical and personnel security standards, guidelines, procedures, and related documentation for the Group. It assists Business Units in creating and reviewing their regional physical security systems and documents, helping ensure they are consistent with the CLPH model and meet required quality expectations. The position also helps confirm that regional documentation aligns with business needs and follows industry best practices as well as applicable local laws and regulations. Physical Security Advisory for Projects. This position serves as the focal point and review for all CLP projects within the Investment Committee (IC) process, providing advice and leadership on physical security and social aspects of CLP projects throughout the project lifecycle. Supports early engagement with new projects to help incorporate physical security considerations into planning and execution. It provides guidance to project teams to ensure that physical security requirements are identified in a timely manner and appropriately integrated into project development. Social Due Diligence. This position liaises with project teams for all CLP projects, encouraging all parties to consider the impacts of new CLP projects on local communities, identifying challenges and proposing practical solutions. Participate in the IC process and work with project teams to adhere to PMGS requirements and ensure social input is incorporated throughout the project lifecycle. Security Assurance. This position is responsible for conducting comprehensive physical security assessments of CLP assets to ensure that existing security measures are adequate and reflect current perceived threats; maintaining a strong security awareness system; and maintaining and developing strong relationships with all internal and external stakeholders.  * For operational assets: Implement Security Vulnerability Assessments (SVAs), including cybersecurity element protection (a holistic approach) and Medical Risk Assessment Tools (MRATs). * For projects: Conducting/supporting project security due diligence and social due diligence (SDD) assessments.   Crisis Management. This position is responsible for the Group's crisis management (CM) process and ensures that Group crisis management documentation, particularly response procedures, remains up-to-date. This position serves as the primary organizer and coordinator of crisis management projects and drives the implementation of a Group-wide Emergency Communications and Response (ECR) system for mass notification and backup communications. Furthermore, this position evaluates and recommends feasible options for the location of the Crisis Control Center to ensure operational readiness. Integrate reporting and information sharing across the security function. This role supports effective reporting and sharing information within the security function and acts as a coordination point for physical and personnel security matters across the Group. It helps promote constructive cross regional communication through regular updates, document sharing, and the exchange of good practices. The role also assists in developing and maintaining a consistent reporting framework for security issues and threat levels to support alignment across the CLP security community. Requirements * Bachelor's degree in related disciplines. Master’s degree in a related field is desirable. * Minimum 13 years of enterprise security management experience; uniformed services experience preferred. At least 6 years’ experience leading a team. * Professional credentials in relevant security/safety disciplines.  * Current members with Physical Security Groups such as ACSG/ASIS or equivalent. * Formally trained in auditing, with solid knowledge of audit principles, planning, evidence collection, and reporting. * Ability to respond rapidly to a changing threat environment, and to mobilise resources accordingly. * Strong leadership, communication and influencing skills.  * Good understanding of the global best practice in physical security operations, systems and equipment. * Technical, hands-on experience in physical security roles. * Direct experience developing enterprise-level policies and documentation. * Experienced in performing internal audits, gap assessments, and compliance checks. * Strong connections and relationships with government agencies, large corporate security departments, and other large security firms preferred. * Knowledge of contracts, contractor management, and project management preferred. * Knowledge of video surveillance systems and access control systems preferred. * Fluency in English & Mandarin, both spoken and written.   ABOUT CLP CLP was founded in Hong Kong in 1901, at a time when electricity was still a novelty worldwide.
