Job Description We're seeking an experienced Capital Procurement professional to lead the sourcing, contracting, and vendor management activities for capital projects and major investments This role will oversee the procurement of equipment, construction services, and capital construction projects, ensuring alignment with project objectives, timelines, and budgets. This role will be responsible for developing RFPs, evaluating proposals, leading source selection teams, managing risk, and presenting recommendations to senior leadership. Operating under the BIW Business Operating System (BOS), the Principal Supply Chain Specialist ensures compliance with safety, quality, and performance standards while coordinating with other key stakeholders to meet overall milestones. Key Responsibilities Capital Procurement Leadership Manage end-to-end procurement processes for capital projects, including equipment, construction, and specialized services. Develop, issue, and manage RFPs and RFQs, ensuring clear requirements, competitive bidding, and adherence to company policy. Lead proposal evaluations based on cost, technical capability, compliance, and risk. Project & Risk Management Partner with project managers, engineers, legal, and finance to align procurement strategies with project schedules and budgets. Identify, assess, and mitigate risks related to capital investments, vendor performance, and contractual obligations. Ensure on-time delivery of critical materials and services for large-scale projects. Contract Negotiation & Compliance Negotiate contracts with suppliers and contractors to secure favorable terms, cost efficiencies, and long-term value. Ensure compliance with company policies, safety regulations, and industry standards. Monitor supplier performance, implementing corrective actions and escalation processes when needed. Stakeholder & Leadership Engagement Provide clear, data-driven updates and recommendations to senior leadership on procurement strategies, risks, and trade-offs. Collaborate with cross-functional teams to support project success and capital planning. Build and maintain strong supplier and contractor relationships to support ongoing capital needs. Required/Preferred Education/Training Principal Supply Chain Specialist Bachelor’s degree in Supply Chain Management, Business, Engineering, or related field required. Master’s degree or professional certifications such as CPSM, PMP, or CIPS preferred. 7+ years of procurement or supply chain management experience, with at least 3 years focused on capital projects or construction procurement. Demonstrated success managing multi-million-dollar procurement packages and contracts. Senior Principal Supply Chain Specialist Bachelor’s degree in Supply Chain Management, Business, Engineering, or related field required. Master’s degree or professional certifications such as CPSM, PMP, or CIPS preferred. 15+ years of procurement or supply chain management experience with at least 10 years focused on capital projects or construction procurement. Demonstrated success managing multi-million-dollar procurement packages and contracts Required/Preferred Experience Capital Procurement Expertise – Proven track record in sourcing, contracting, and managing vendors for large capital projects. Risk & Compliance Management – Strong ability to identify risks in contracts and projects and implement mitigation strategies. Project Management – Experience managing procurement timelines and budgets for complex, high-value capital projects. Financial & Analytical Skills – Ability to conduct cost analyses and evaluate financial impacts. Communication & Leadership – Strong verbal and written presentation skills with the ability to influence senior leaders and stakeholders. Ability to create detailed written documentation of all business transactions. Technical Knowledge – Familiarity with procurement systems, ERP platforms, and construction/engineering project lifecycles. Positive, energetic, ability to deal with uncertainty and unplanned events. Advanced skills in Microsoft Office products: MS Project, Word, Excel, PowerPoint, Outlook; knowledge of SharePoint and JIRA.
