The Collaborate platform is the We are seeking a Principal Technical Program Manager to lead and evolve this platform, shaping its strategy and driving technical execution. In this role, you will directly influence the systems that power daily engineering workflows across thousands of partners and strengthen an ecosystem that reaches millions of Windows customers. This position sits at the intersection of platform engineering, partner enablement, and operational excellence, offering visibility and impact across Windows and the broader ecosystem. Responsibilities Own product vision, strategy, and roadmap for the Collaborate platform, grounded in partner needs, engineering priorities, and platform health. Translate ambiguous problems into clear, actionable requirements with measurable outcomes, endtoend scenarios, and success criteria. Partner closely with engineering teams to deliver features, architectural improvements, and service health investments with high quality and predictability. Engage with Windows ecosystem partners (OEMs, IHVs, ISVs, silicon partners) to understand workflows and ensure the platform meets longterm ecosystem needs. Drive crossteam alignment across Windows engineering, services, security, compliance, and operations stakeholders. Ensure platform reliability, performance, and security by identifying risks early and driving mitigations. Use data and telemetry to analyze system health, partner usage patterns, and operational bottlenecks to inform decisions and continuous improvement. Champion simplicity, clarity, and usability across workflows and documentation to improve the partner experience. Communicate effectively at all levels, driving clarity, enabling decisions, and influencing outcomes across organizational boundaries. Qualifications Required Qualifications: Bachelor's Degree AND 6+ years experience in engineering, product/technical program management, data analysis, or product development OR equivalent experience. 3+ years managing cross‑functional and cross‑team projects, delivering complex technical programs from concept through launch. Other Requirements: Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include but are not limited to the following specialized security screenings: Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter. Preferred Qualifications: Strong problem‑solving and communication abilities with demonstrated success in stakeholder management and alignment. Proven ability to navigate ambiguity, define clear measurable outcomes, and drive team clarity and execution. Skilled in data‑driven decision making and execution excellence, using insights to influence strategy and delivery. Experience guiding engineering teams on architecture, design, and service quality decisions. Technical depth to collaborate effectively with teams building distributed systems, services, APIs, and platform‑scale capabilities. Background supporting platforms used by external engineering partners (OEMs, IHVs, ISVs, silicon partners) or within developer tool ecosystems. Familiarity with Windows, cloud services, and large‑scale distributed platforms and engineering workflows. Ability to shape long‑term platform strategy, assess architectural tradeoffs, and influence multi‑team investments across releases. Experience improving partner or developer experiences, including workflow simplification, documentation quality, and scenario clarity. Strong analytical mindset, leveraging telemetry and usage patterns to identify opportunities, optimize workflows, and inform roadmap decisions. Ability to work across complex organizational boundaries and align engineering, operations, compliance, and partner‑facing teams #W+DJOBS Technical Program Management IC5 - The typical base pay range for this role across the U.S. is USD $139,900 - $274,800 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $188,000 - $304,200 per year.
