Work Arrangement: This role is based remotely but if you live within a 50-mile radius of [Atlanta, Austin, Detroit, Warren, Milford or Mountain View ], you are expected to report to that location three times a week, at minimum.

YOUR SKILLS & ABILITIES (REQUIRED QUALIFICATIONS)

  • 8+ years of experience in software engineering organizations
  • Several years of experience as a TPM or in a comparable role, with a track record of leading complex, cross-functional programs in developer infrastructure, build systems, CI/CD pipelines, or internal developer platforms
  • Deep understanding of modern software development practices, toolchains, and developer workflows (experience with technologies such as build systems, CI/CD, compilers, version control, containerization, API tooling, etc.)
  • Experience gathering and balancing requirements from a wide range of developer stakeholders and translating them into impactful projects.
  • Strong technical abilities (ability to discuss technical system architectures, identify tradeoffs, and engage with engineers at depth)
  • Excellent program and project management skills: planning, execution, risk management, and reporting
  • Outstanding interpersonal and communication skills, including the ability to influence without direct authority and build trust across diverse teams
  • Passion for improving engineering efficiency, empathy for developer pain points, and a drive to facilitate innovation at scale

Compensation : The compensation information is a good faith estimate only. It is based on what a successful applicant might be paid in accordance with applicable state laws. The compensation may not be representative for positions located outside of New York, Colorado, California, or Washington.

  • The salary range for this role is $190,000 to $424,600 . The actual base salary a successful candidate will be offered within this range will vary based on factors relevant to the position.
  • Bonus Potential: An incentive pay program offers payouts based on company performance, job level, and individual performance.

Responsibilities

THE ROLE

GM’s Infrastructure Engineering organization seeks a Technical Program Manager (TPM) to lead the strategy, planning, reporting, and execution of developer platform programs across multiple teams.
In this role, you will partner with the Software Delivery engineering organization and be responsible for driving cross-functional engineering initiatives that accelerate the productivity, reliability, and efficiency of our development teams. You will work closely with engineering stakeholders to deliver robust and scalable developer tools, platforms, and workflows. Your work will impact the entire engineering organization by enabling developers to quickly build, test, and deploy high-quality code through modern, automated, and intuitive platforms.

We are seeking a TPM who demonstrates strength in three key areas:

  • Technical Expertise: Possesses broad software engineering knowledge with deep experience in infrastructure automation, build systems, CI/CD pipelines, and internal developer platforms
  • Program Management: Has hands-on experience directing cross-functional, highly technical programs while tracking and reporting on progress, resourcing requirements, and risks
  • Communication: Can clearly convey complex technical concepts to diverse audiences, building trust and ensuring understanding among stakeholders

WHAT YOU’LL BE DOING:

  • Lead the planning, tracking, and reporting of engineering execution across a large 200+ engineer organization
  • Drive the formulation, planning, execution, and delivery of developer platform programs and projects, spanning multiple teams and requiring alignment with organizational priorities
  • Partner with engineering teams to gather requirements and translate them into clear program scopes, work breakdown structures, and measurable objectives
  • Coordinate and prioritize competing platform feature requests and technical investments to ensure the greatest possible developer impact
  • Deliver high-quality and timely communications to stakeholders, including status updates, risk assessments, and milestones achieved
  • Identify, track, and mitigate dependencies, risks, and bottlenecks throughout the program lifecycle
  • Build and refine processes and tools that support efficient and repeatable engineering workflows
  • Validate non-functional platform requirements (e.g., system performance, reliability, scalability, and resource utilization) in partnership with engineering teams
  • Foster a culture of data-driven decision-making for investments in developer experience improvements, measuring and reporting quantitative and qualitative impacts
  • Champion and facilitate adoption of new platform tools, APIs, self-serve workflows, and best practices across the developer community
  • Serve as an advocate for engineering productivity, continuously identifying and driving opportunities to remove friction in the developer lifecycle
  • Mentor engineering and TPM peers on technical program management best practices and frameworks
