WHO WE ARE SUPPORTING

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO’s member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO’s communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO’s military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO’s mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO’s information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO’s communication and information technology capabilities.

ESSENTIAL SKILLS AND EXPERIENCE

  • ITIL Foundation certification;
  • In depth technical knowledge of Servers Core Services (Windows and Linux), Functional Services, Databases (SQL, ORACLE), VMWare Environment;
  • Relevant experience and sound knowledge of Cyber Security and Networking;
  • Proven capability of converting evolving operational requirements into Information Systems requirements;
  • Proven experience in:
  • Installing, configuring and administering Windows/LINUX Server OS, Databases (SQL/Oracle), VMWare;
  • Programming of scripting for system administration and software deployment in particular using SCCM system;
  • Providing advice and guidance on CIS strategies to manage identified risks;
  • Guiding assigned resources and ability in developing/working in a safe and productive environment where Technicians/Subject Matter Experts can work together to improve CIS service delivery, troubleshoot and solve complex issues.

DESIRABLE SKILLS AND EXPERIENCE

  • Prior experience of working in an international environment comprising both military and civilian elements;
  • Knowledge of NATO responsibilities and organization, including ACO and ACT;
  • Knowledge of policy, procedures, and organization of NATO CIS.

EDUCATION

  • A minimum requirement of a Bachelor’s degree at a nationally recognized/certified University in a related discipline and 3 years post-related experience, or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NCI Agency, that is, at least 5 years extensive and progressive expertise in duties related to the function of the post;
Responsibilities

Under the direction of the Application Management Section Head they will perform duties such as the following:

  • Investigates, defines and resolves technical issues;
  • Assists in: designing requirements, analyzing associated risks, advising on technical solutions;
  • Install, operates manages and maintains assigned CORE and Functional System software, Databases and other Applications (COTS) and stays abreast of latest developments in these areas;
  • Contributes to applications and data integrity and supports NCI Agency CIS Business Continuity and Disaster Recovery Plans;
  • Maintains liaison with other CSU internal units, NCI Agency Business Areas and other technical organizations;
  • Provides support to development of operations and exercises plans and to related local CIS Service provision during execution phases;
  • Assists in implementing procedures, tools and techniques for monitoring and managing the performance of applications and provides reports as required;
  • Contributes to advising on the capacity and scalability requirements of the assigned applications;
  • Assists in the implementation of Business Area/CSU assigned project work packages;
  • Contributes to implementation and control of Cyber Security policies and procedures;
  • Provides advice and assistance to various personnel (technical and non-technical) in identifying software requirements for the different automated systems including security considerations in application development, implementation, operation and maintenance;
  • Supports in performing risk assessments and in identifying potential risks that may arise;
  • Deputizes for higher grade staff;Performs other duties as may be required.
