Responsibilities

Reporting to the Fire Prevention Captain, Fire Rescue Services, your general responsibilities will include the organization, coordination, and accomplishment of life safety inspections while ensuring compliance with, and enforcement of, the Ontario Fire Code. The PEO/FPO will also ensure compliance with applicable municipal by-laws and recognized standards by providing education, inspection, and enforcement services on behalf of the City of Waterloo. The PEO/FPO is also designated as an Assistant to the Fire Marshall and is responsible for administering the provisions of the Fire Protection and Prevention Act as defined within.

Your primary responsibilities will include, but are not limited to, the following:

  • Conduct inspections ensuring compliance with legislation, codes, standards and where necessary issue orders, notices and administer the prosecution process;
  • Provide provincial/municipal fire prevention and education program leadership, expertise, development, implementation and maintenance of such programs;
  • Develop necessary fire prevention policies and educational programs, finding innovative solutions to working with partners, developing alternatives and improvements, making recommendations, and gaining approvals at senior levels;
  • Lead the development and delivery of municipal public fire education programs for external and internal audiences related to fire prevention and compliance tools and techniques, including OFM programs, media releases and teaching plans;
  • Examine and investigate fire scenes to determine the cause and origin of a fire while on duty and on an on-call rotation outside of normal working hours in order to maintain a 24 hour a day, 7 days a week coverage;
  • Evaluate, monitor and provide guidance for fire safety plans and evaluate occupant loads;
  • Liaise with municipal and provincial agencies, and provide guidance and direction to businesses, community, stakeholder groups as well as the media;
  • Provide technical assistance utilizing inspection reports, codes, legislation, municipal by-laws and standards to advise on any necessary modifications thereby ensuring conformance;
  • Prepare reports in order to provide detailed analysis of infractions pertaining to Codes, legislation and by-laws and ensuring that owner(s)/occupant(s) of a property is/are aware of those infractions and/or requirements;
  • Work in a safe manner in compliance with the Occupational Health and Safety Act;
  • Participate in training as prescribed by the Fire Prevention Captain;
  • Assist legal counsel in cases of non-compliance; and,
  • Participate in special projects and other duties as assigned by divisional leadership.
