About TSSP Phase 3 The PNG–Australia Transport Sector Support Program Phase 3 (TSSP3) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes. Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons and relationships from the past 17 years of operation and will continue to contribute to the achievement of the overarching goal of: ‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.’ TSSP3 has three End of Program Outcomes (EOPOs) which are expected to be achieved over the initial five-year duration of the program. They are as follows: EOPO 1: Better Transport System Management. Targeted GoPNG transport sector agencies are supported to more efficiently, effectively, and inclusively plan, budget, and manage the transport system EOPO 2: Improved Safety Standards and Coordination. Australian assistance to targeted GoPNG transport sector agencies contributes to improving the policy and regulatory environment to enable safety for all and foster greater sector coordination EOPO 3: Expanded, Sustainable and Affordable Assets. Investment in transport assets is expanded and PNG transport sector actors apply their improved capability to deliver and maintain such assets. Gender equity, disability equity, and social inclusion (GEDSI), social and environmental safeguards, locally led development (LLD) and monitoring, evaluation, research, learning and adapting (MERLA) are a key focus for the program and are integrated into all of TSSP3’s activities and operations. For more information, please see www.dt-global.com The Role The Probity Adviser will provide independent, expert oversight of all procurement and contracting processes undertaken through the Donor-Led Procurement (DLP) model administered by TSSP3 on behalf of the Department of Works and Highways (DoWH) and the Government of Papua New Guinea. The role ensures that DLP activities financed through the DoWH Trust Account are conducted ethically, transparently and in accordance with the Commonwealth Procurement Rules, DFAT and DT Global policies, and relevant GoPNG legislation. Where requested by the Team Leader, the Probity Adviser may also provide probity assurance or advice on other high-value or sensitive procurements under TSSP3’s activity budget, such as major consultancy or technical service procurements, to ensure consistency with DFAT’s procurement principles and Commonwealth Procurement Rules. Membership (or eligibility for membership) of a recognized professional body in law, governance, procurement, audit or a related discipline is desirable. Certification or prior accreditation as a probity adviser or probity auditor will be highly regarded. Essential experience and knowledge Minimum 10 years’ experience in probity, compliance, or procurement oversight. Demonstrated experience in DFAT-funded or similar donor programs. Strong understanding of Australian Government procurement and probity frameworks. Demonstrated knowledge and application of the Commonwealth Procurement Rules (CPRs), especially in the context of infrastructure procurement and DFAT-funded programs. Familiarity with the PNG regulatory and compliance environment relevant to procurement, including business registration through the Investment Promotion Authority (IPA), taxation compliance with the Internal Revenue Commission (IRC), and applicable insurance requirements. Proven ability to provide independent, high-quality probity advice in complex procurement environments. Strong understanding of ethical procurement principles, risk management, and conflict of interest mitigation. Excellent communication and stakeholder engagement skills. Experience working in PNG or similar contexts. Familiarity with infrastructure delivery and contract management. Knowledge and / or experience of applying GEDSI and safeguards principles. Personal attributes Strong interpersonal, communication, representational and cross-cultural skills. Ability to apply independent judgement and influence, and develop consensus on difficult and controversial issues, balancing multiple stakeholder expectations and objectives. Commitment to teamwork and engaging with all relevant stakeholders. Ability to coach, mentor and upskill other people and ability to build effective relationships.
