DEMONSTRABLE EXPERIENCE IN EACH OF THE FOLLOWING: * PROVIDING PROCUREMENT ADVICE AND GUIDANCE TO STAKEHOLDERS AT VARIOUS LEVELS WITHIN AN ORGANISATION * DELIVERING PROCUREMENT OUTCOMES THAT ACHIEVE BEST VALUE FOR MONEY * PERFORMING ADMINISTRATIVE AND FINANCE DUTIES AS PART OF A PROCUREMENT FUNCTION.

Job Purpose: To be responsible for the management and development of a procurement function within Libraries NI; to provide expert advice to staff at all levels to ensure that all procurement activities comply fully with current legislation and guidance, including, UK legislation, Departmental procurement policies, and Libraries NI policies and procedures; to be responsible for the development and implementation of procurement policies and procedures; and to ensure that Libraries NI achieves best value for money, transparency, fairness, and accountability across all its procurement activities.
MAIN DUTIES AND RESPONSIBILITIES Core services to clients Under the direction of the appropriate Line Manager:
1. Support the provision of professional procurement services to Libraries NI, providing advice and guidance on procurement related activities, across a range of contracts, including building and non-building related contracts. (Note – currently building projects are procured by the CPD on behalf of Libraries NI).
2. Actively promote the procurement function within Libraries NI, including the development and training of staff involved in devolved purchasing throughout Libraries NI.
3. Assist budget holders in the preparation of an annual plan for procurement in Libraries NI, in conjunction with your line manager, to ensure that allocations can be fully spent in-year, taking into account the necessary timescales for the procurements. Assist in carrying out risk assessments for this area.
4. Undertake quotations/tenders as required, including opening and evaluation of tenders, and placement of contracts, to ensure that Libraries NI’s terms and conditions are adhered to, and following strictly Libraries NI’s procedures in terms of managing actual or potential conflicts of interest. Liaise with external contractors and service providers - 2 - Job Ref No: 2025-08-01PA as appropriate. Deal with complaints and queries in a professional and courteous manner, including representing LNI in court or tribunals if necessary.
5. Assist in the monitoring and review of supplier performance and feed these results into future contracting exercises. Administer and take part in post contract/project evaluation exercises.
6. Maintain a register of contracts in force at any time, ensuring that up-to-date information on contracts is available as required.
7. Liaise with the CoPEs on a range of procurement matters, ensuring that their advice and input is made where necessary. Also ensuring that Libraries NI is included in joint contracts where appropriate, and that all relevant details in relation to these contracts are available to staff.
8. Advise and support managers who are involved in the procurement process, including advising on the most appropriate procurement and bid evaluation strategy, and on the preparation of specifications. Prepare specifications where appropriate.
9. Manage and co-ordinate the procurement function’s responsibilities and hold appropriate records, in line with Libraries NI’s records management policy and procedures.
10.Advise and guide managers and their support staff, on procurement issues, as required.
11.Take part in and contribute to any joint working arrangements which may be to the benefit of Libraries NI, including delivery of service to external organisations, as required.
12.Identify areas of spend where savings could be made, service could be improved, or where competitive tendering procedures should be implemented in pursuit of best value for money (VFM) in Libraries NI. Undertake VFM studies where appropriate.
13.Take an active part in the development and implementation of e-business solutions, and any other supporting IT systems. Reporting 1.
